PLAN COMMISSION
MINUTES
A regular meeting of the Waunakee Plan Commission was held Monday June 23, 2014, at the
Waunakee Village Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Meeting called to order at 7:30 p.m.
ROLL CALL
Members Present: John Laubmeier, Steve Kraus, Gary Herzberg, Pat McGowan, Bill Pellino, & Mark
McGuire, and Brad Zeman.
Members Absent: None
Also Present: Kevin Even, Tracy Meinholz, Mike King, Ed Freer, Roberta Baumann, Linda Adler,
Steve Shulfer, Billy Van Wie, Jeff Davis, Chris Richards, Mike Slavish, Gary Oien, Mr. LaCampeona,
& Mr. DeVincente.
APPROVAL OF MINUTES
Motion Herzberg, second Kraus, to approve the minutes from the April 28, 2014 meeting. Motion
carried.
PUBLIC COMMENT
None
Mr. Laubmeier re-ordered the agenda to take Item #3 first.
NEW BUSINESS DISCUSSSION/ACTION
PUBLIC HEARING & DISCUSSION / ACTION ON PROPOSED CONDITIONAL USE PERMIT
FOR 350 N. CENTURY AVENUE FOR THE PURPOSE OF OUTDOOR SEATING AT CUCO’S
INC.

Mr. Even explained that the submittal is not complete. The applicant has not shown any detail on the
number and layout of the tables and how this will affect parking. The owner of the property Mr. May
contacted the Village stating that he has not seen a layout either and is reluctant to give consent.
Public Hearing Opened at 7:34 p.m. Linda Adler of 315 Fairview Trail expressed concerns with noise,
parking overflow onto Fairview, location of tables and the possibility of trash flying off tables into the
neighborhood. Commission members stated that any approval would likely be subject to review if there
were complaints.
The public hearing was held open till the next meeting. Cuco’s was directed to work with the property
owner and provide a layout that would address the pedestrian and parking concerns. No action taken.
INITIAL CONSULTATION HOVDE PROPERTIES-KOLTES SITE
The developer presented the proposal to redevelop the Koltes property with 23,000 square feet of Retail
and 12,000 square feet of office space. The design incorporates the original look of the downtown.
There are some staff concerns with parking, but Mr. Even stated that they should be able to work it out.
Commission members asked for a plan on offset usage for parking and recommended looking into the
safety of the mid-block driveway/pedestrian conflicts. The overall consensus was favorable.
No action necessary.
PUBLIC HEARING & DISCUSSION / ACTION ON CREATION OF FARMLAND
PRESERVATION DISTRICT IN CHAPTER 106 (ZONING) OF THE ZONING CODE OF
ORDINANCES, VILLAGE OF WAUNAKEE, WISCONSIN
Mr. Even explained that a Town of Westport resident has property zoned County A-1 agricultural
district (exclusive) under the Villages Special Temporary Zoning Classifications and Related
Regulations in the Joint Planning Area and Expanded ETZ Area. The State of Wisconsin has denied the
property owner the Farmland Preservation Credit because the State of Wisconsin claims that our zoning
classification is not certified to allow this. Our Village Attorney had drafted an agriculture ordinance
based on the model ordinance provided by the State of Wisconsin.
The public hearing was opened at 8:04 p.m. No one was present to speak. The public hearing was closed
at 8:05 p.m.
Motion McGowan, second Zeman, to refer this item to the Joint Plan Commission for a
recommendation.
DISCUSSION / ACTION ON PROPSOED SITE PLAN FOR 300 N. CENTURY AVENUE FOR IRIS
INVESTMENTS INC.
Steve Schulfer, architect for the project, presented the proposal for a 4 tenant building on the lot
adjacent to May Vision. Mr. Schulfer stated that they would be asking for signage approval at a future
meeting.
Motion McGuire, second Pellino, to approve as recommended by staff subject to the following:
1. Revisions to the parking and circulation plan
2. Demonstrate the parking loading based on peak and shared usage

3. Approval of the landscape plan
4. Utility plan revisions as outlined in Strand letter
5. A CUP will be required for outdoor alcohol consumption
And with the addition of written approval from the Waunakee Fire Department, and also noting that the
Plan Commission is not approving a drive-thru on this site at this time. When and if the applicant
submits a CUP application for a drive-thru, the Plan Commission will evaluate the drive-thru. The fact
the site plan shows a drive-thru does not mean on will be approved as part of the CUP process.
Motion carried.
DISCUSS AND TAKE ACTION ON A REQUEST FOR VARIANCE TO PARKING
REQUIREMENT-300 W. MAIN STREET
Mr. Even explained that the property owner is requesting a waiver of the parking requirements for
proposed commercial uses on the upper floor. While the owner does appear to have the ability to
construct parking on the adjacent residential lot, the neighbors would prefer on street parking rather than
have them construct the parking lot.
Motion Herzberg, second McGuire, to grant a parking waiver for the upper floor commercial uses and
require the property owner to agree they will not release the parking easement on the adjacent
residential lot without Village approval. Motion carried.
DISCUSSION / ACTION ON PROPOSED SITE PLAN FOR 105 BAKER STREET
Mr. Even presented the application for a multi-tenant commercial building at 105 Baker Street. The lot
previously had a house on it that burned down quite a few years ago. The lot is substandard in size, but
according to an interpretation done by John Stockham in 2011, the proposed layout is possible. The
applicant has also worked with the Village on some exterior elevation suggestions and staff is pleased
with the result.
Motion McGowan, second Kraus, to approve the site plan as recommended by staff subject to the
applicant satisfying all the technical requirements to the satisfaction of the Village Engineer as outlined
in the staff comments. Motion carried.
