VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday June 22, 2015, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Meeting called to order a 7:00 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Pat McGowan, Bill Pellino, Mark McGuire. Members Absent: Brad Zeman. Also Present: Kevin Even, Tracy Meinholz, Todd Schmidt, Bryan Kleinmaier, Dave Ferris, Monica Paffenroth, Pat Teslaw, Peggy Hill-Breunig, Hannah Korb, Keenan Korb, Bill White, Rich Trotta, David Korb, Roger Endres, Roberta Baumann, Randy Guttenberg, Mike Lawton, Don Tierney, John Laubmeier, Mark Ripp, Gary Epping, Jerry Tierney, Kylene Gehrke. APPROVAL OF MINUTES Motion McGowan, second Kraus, to approve the minutes from the May 25, 2015 meeting. Motion carried. PUBLIC COMMENT None PUBLIC HEARING Public Hearing Regarding the Proposed Project Plan, Boundaries and Creation of Tax Incremental District No. 6 and Consideration of “Resolution Designating Proposed Boundaries and Approving a Project Plan for Tax Incremental District No. 6, Village of Waunakee, Wisconsin” Phil Cosson, of Ehlers Inc., presented the project plan. Mr. Zellner opened the public hearing at 7:31 p.m. After questions from the audience and clarification from the Village Attorney the public hearing was closed at 7:46 p.m. Motion Kraus, second McGowan, to approve resolution PCR15-01 designating proposed boundaries and approving a project plan for Tax Incremental District No. 6. Motion carried 6-0. Public Hearing & Discussion / Action on Amendment to A-1 Zoning Ordinance to Allow “Winery” as a Conditional Use After a brief presentation of the Drumlin Ridge Winery proposal, the public hearing was opened at 8:03 p.m. Some of the neighbors were present and asked questions about the conditions to be placed on the Korb proposal. Mr. Even stated that this body was not taking action on that aspect of the project. That is a consideration for the Joint Plan Commission. The public hearing was closed at 8:09 p.m. Motion McGuire, Page 1 of 2 second Pellino, to recommend Village Board approval of the ordinance amendment to the A-1 zoning district to allow “Winery” as a conditional use with the definition of winery to be added as recommended by the Village Attorney. Motion carried 5-0. NEW BUSINESS Discussion / Recommendation on Capaul Request for Detachment and Rezone After discussion of options and future plans, the Joint Plan Commission members present will take the comments back to the JPC for consideration. No formal action taken. Consideration of Comprehensive Plan Amendment in 2016 and Proposal for Assistance for the RFP Process Jessica Vaughn made a presentation outlining the need to update the Village Comprehensive Plan. Motion Kraus, second Herzberg, to proceed with the full Comprehensive Plan amendment in 2016 and retain the services of Jessica Vaughn for the process for a cost not to exceed $4,000. Motion carried unanimously. Discussion of Possible Change to Plan Commission Monthly Meeting Date Motion Kraus, second McGowan, to change the monthly meeting to the second Monday at 7:00 p.m. to better coordinate the approval process with the Joint Plan Commission. Motion carried. JPC UPDATE Mr. Even gave an update on the items from the June Joint Plan Commission meeting. ADJOURN Motion McGuire, second Kraus, to adjourn the meeting at 8:58 p.m. Motion carried.
