PLAN COMMISSION
MINUTES
A regular meeting of the Waunakee Plan Commission was held Monday April 12, 2016, at the
Waunakee Village Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Mr. Kraus called the meeting to order a 6:00 p.m.
ROLL CALL
Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Pat McGowan, Bill Pellino, Brad
Zeman.
Members Absent: Mark McGuire
Also Present: Kevin Even, Tracy Meinholz, Bryan Kleinmaier, Roberta Baumann, Scott Miller,
Don Tierney, Jerry Tierney, Mike Lawton, Isaac Showaki.
APPROVAL OF MINUTES
Motion Kraus, second McGowan, to approve the minutes from the March 14, 2016 meeting.
Motion carried.
PUBLIC COMMENT
Owner of MnM’s asked when the pedestrian crossing sign was to be installed on Main Street. Mr.
Even stated that it was part of this year’s construction projects.
NEW BUSINESS
Public Hearing & Discussion/Action on C3 Custom Car Care Request for a Conditional Use
Permit to Operate at 503 W. Main Street
Scott Miller presented the proposal and explained the nature of his business as mainly cleaning
and minor repairs on dealership cars. The cars are delivered by individuals, not on carriers and
there will be no outside parking and minimal noise/smell. The public hearing was opened at 6:04
p.m. No one wished to speak. The public hearing was closed at 6:06 p.m. Motion Kraus, second
Zeman, to approve the CUP to allow C3 Custom Car Care at 503 W. Main Street. Motion carried.

Public Hearing & Discussion/Action on an Amendment to the Village of Waunakee Zoning
Code (Chapter 106) Relating to Mobile Service Structures, or More Generically, Cell
Towers
The public hearing was opened at 6:14 p.m. No one present to speak. The public hearing was
closed at 6:16 p.m. Attorney Kleinmaier presented the ordinance amendment explaining that state
statutes recently changed regarding a municipalities rights where cell carriers can locate. The
amendment clarifies the Village’s rights and defines terminology of a cell tower as a commercial
structure. Motion Kraus, second Herzberg, to recommend approval of the ordinance amendment
for cell towers to the Village Board. Motion carried.
Discussion/Action on Site Plan for Octopi Cooler Expansion Project, 1131 Uniek Drive
Mr. Showaki expressed the need for additional cooler space for the expanding business. The small
expansion will eventually be covered up by the proposed future expansion footprint. Staff
recommended some brick banding, consistent with the existing building. Mr. Showaki expressed
concerns that it is costly and will not be seen once the building expansion surrounds this addition.
Members discussed alternative options. Motion McGowan, second Kraus, to approve the site plan
as recommended in Mr. Freer’s staff memo, with the exception of the brick band. However if the
expansion is not complete within the next three years the brick will need to be added. Motion
carried.
Discussion/Recommendation on Certified Survey Map for Lot 264 Kilkenny Farms
Mr. Even explained that this will be the site of a proposed bank. This is a permitted use per the
general development plan for this area. Mr. Kleinmaier stated that there is no additional
developers agreement needed as the TIF agreement covers the installation of public
improvements. There will however need to be a specific implementation plan (SIP) drawn up for
the site. Motion Kraus, second McGowan, to recommend approval of the Lot 264 CSM to the
Village Board, subject to satisfaction of all staff comments. Motion carried.
Discussion/Recommendation on a Certified Survey Map for the Extension of Quinn Drive
The attached CSM is to allow for construction of Quinn Drive Extended. The connection to Prairie
View Drive will be bid as an alternative. If it comes in under budget it will be constructed as part
of this project. Motion McGowan, second Pellino, to recommend approval of the Quinn Drive
CSM to the Village Board. Motion carried.
Discussion/Recommendation on Public Participation Plan for the Village Comprehensive
Plan Update
There was a brief discussion of the plan and upcoming meetings. No action taken.

Recommended approval as recommended by Staff.
3. Discussion/Action on O’Malley Parkland Proposed Use
There was a consensus that this use would serve the same purpose as the conservancy use,
but there were concerns with purchasing and maintenance costs.
4. County Hwy Q Construction Project/Public Comment
Mr. Even gave an update on the talks with the 1st Presbyterian Church. They were
presented with two options. The right-in-right-out option, or a service road installed by the
developer. The Church chose the right-in-right-out option. No action taken.
5. Comprehensive Plan Update
No action taken.
