VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday November 14, 2016, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Zellner called the meeting to order a 6:09 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Bill Pellino, and Brian Malich Members Absent: Pat McGowan, Brad Zeman Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Bryan Kleinmaier, Chris Cronin, Don Benda, Jeff Tews, Susan Rather, Ryan Tews, Glenn Decker, Kevin Tebrinke, Randy Meffert, Ryon Savasta, Roberta Baumann, Don Tierney APPROVAL OF MINUTES Motion Kraus, second McGowan, to approve the minutes from the October 10, 2016 meetings. Motion carried. PUBLIC COMMENT None PUBLIC HEARING AND DISCUSSION/ACTION Discuss and Take Action on GDP Amendment and Site Plan/SIP for Bright Star Senior Living, Arboretum Office Park After a brief overview of the project the public hearing was opened at 6:17 p.m. Mr. Tierney spoke in favor of the proposal. No one else was present to speak. The public hearing was closed at 6:19 p.m. Motion Kraus, second Pellino, to approve the site plan subject to any outstanding staff issues and approval of signage by the Village Engineer and Planner prior to installation. Motion carried. Motion Herzberg, second Malich, to recommend approval of the GDP amendment to the Village Board. Motion carried. Public Hearing and Determination of Zoning Allowing “Welding and Fabrication” Use for 900 Bethel Circle in the I-1 Zoning District Mr. Even stated for the record that the surrounding property owners were noticed and given the opportunity to voice any concerns they may have. The proposed use is not listed within the ordinances, so as in the past, Page 1 of 3 the Village asks the Plan Commission to make a determination that the use is similar with another allowable use. The public hearing was opened at 6:23 p.m. There were no comments from the public. Mr. Benda asked if the commission members had any questions for him. There were none. The public hearing was closed at 6:25 p.m. Motion Kraus, second Pellino, to affirm that the proposed use is similar to “Light Assembly Industries”. Motion carried. OLD BUSINESS Discuss and take action on Proposed Monument Sign for Waunakee Community Bank, 1351 Water Wheel Drive The application has been revised to conform to code. Motion Herzberg, second Kraus, to approve the sign as proposed. Motion carried. NEW BUSINESS Discussion/Action on Site Plan for Scientific Protein Labs Addition SPL is proposing a 3,310 square foot addition to their existing site at 700 E. Main Street. Staff has reviewed and has no concerns. Motion Kraus, second Pellino, to approve the addition as presented. Motion carried. Discussion/Recommendation on a Certified Survey map for Lot 263, Kilkenny Commons Mr. Even explained that the CSM will divide the lot to allow for the future Meffert Oil project. Staff is working with the developer on some utility issues. Motion Herzberg, second Pellino, to recommend approval to the JPC and Village Board. Motion carried. Discussion/Recommendation on a CUP Request by Adams Outdoor to Convert an Existing Billboard to an Electronic Billboard on STH 19, Town of Westport Mr. Even stated that the PSA proposal will need to be approved by the Village and Town Boards at a future date. Motion Pellino, second Kraus, to recommend approval to the Joint Plan Commission. Review & Comment on the Draft Comprehensive plan, and hear feedback from the November 10 Public Meeting No action necessary. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Public Hearing & Discussion/Action on a Request by Ed & Judy Borke for a Certified Survey Map and Rezone of 7.13 acres at 5089 STH 19, Town of Westport, from County A-1EX to Village A-1 Members had no concerns. No action necessary. Public Hearing & Discussion/Action on a CUP Request by Adams Outdoor to Convert an Existing Billboard to an Electronic Billboard on STH 19, Town of Westport Discussed earlier on the agenda. No further action required. Discuss & Take Action on Certified Survey Map for Lot 263, Kilkenny Commons Discussed earlier on the agenda. No further action required. Initial Consultation, Proposed Wolter Land Division, 5935 CTH K, Town of Westport Members had no concerns.
