VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday, April 10, 2017, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Zellner called the meeting to order a 6:00 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Pat McGowan, Brad Zeman, and Brian Malich Members Absent: Bill Pellino Also Present: Kevin Even, Tracy Meinholz, Joe Goldfine, Pete Read, Marla Fitzgibbon, Chuck Redjinski, Roberta Bauman, Dan Birrenkott, Don Tierney, Jerry Tierney, Michael Lawton, Beth Cleary APPROVAL OF MINUTES Motion McGowan, second Zeman, to approve the minutes from the March 13, 2017 meeting. Motion carried. PUBLIC COMMENT None OLD BUSINESS Update on Octopi Brewing Outdoor Area Joe Goldfine presented an overall plan for the Patio/Cart area, stating that the hours of operation would not change and that they are seeking the cart option because a brewery of their size is not allowed to operate a kitchen. Beth Cleary from Dane Co Public Health weighed in on licensing issues. Commission members were not completely opposed, but want to see a better rendering and have the village planner weigh in. Staff also directed to look into the policies of surrounding communities. Page 1 of 2 NEW BUSINESS Public Hearing and Discussion/Action on a Request by Arboretum Village LLC for Preliminary Plat and Rezone Approval for 55 Acres at Hogan Road and Arboretum Drive Don Tierney gave an overview of the project and stated that they are working with staff on their concerns with the lots abutting the business park and driveways off of Quinn Drive. The public hearing was opened at 6:44 p.m. Hearing no comments from the audience, the hearing was closed at 6:46 p.m. Mr. Even stated that staff is not ready to support the proposal as presented and needs more time to work with the applicant. Motion McGowan, second Herzberg, to defer action and direct staff to continue to work with the developer on issues that have been raised. Motion carried. Initial Consultation, Parking Variance Leap Academy Daycare, 101 Kearney Way Maria Fitzgibbon, owner of Leap Academy, presented plans for an addition. Before moving forward she’s looking for reassurance that parking won’t be an issue. Several options were discussed. Applicant directed to meet with staff to discuss options. Applicant asked to be added to the May agenda Initial Consultation, Craftsman Construction Site Plan, Lot 15 Waunakee Business Park MLG has a potential buyer for Lot 15. They are proposing an office use combined with rental storage units in the rear. This use requires a Plan Commission exception to the covenants. Members thought the proposal was high quality, but questioned the use and its potential impact to the business park tax base. No action necessary. Discuss and Take Action on Culvers Electronic Billboard Sign Proposal Motion Kraus, second Herzberg, to approve the proposed sign subject to all codes per Sec. 133-1038 be followed. Motion carried. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Initial Consultation, Rezone and Land Divisions (Lot Line Adjustments), Buhler, River Road at STH 19 (Southeast Corner) Members stated they would defer to the Town, No action necessary. Discuss and Take Action on Design Review (Fencing, Signage and Fill), Athens Gyros, Willow Road Members stated they would defer to the Town, No action necessary.
