PLAN COMMISSION
MINUTES
A regular meeting of the Waunakee Plan Commission was held Monday, May 8, 2017, at Village
Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Mr. Zellner called the meeting to order a 6:00 p.m.
ROLL CALL
Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Brad Zeman, and Brian Malich
Members Absent: Pat McGowan, Tim Black
Also Present: Kevin Even, Tracy Meinholz, Brian Kleinmaier, Todd Schmidt, Adam Bentley, Roberta
Bauman, Dan Beal, Ken Pesik, Marla Fitz Gibbon, Pete Read, Mark Vinue, Frank Wolf, Issac Showaki,
Mary Beth Growney Selene.
APPROVAL OF MINUTES
Motion Kraus, second Zeman, to approve the minutes from the April 10, 2017 meeting. Motion carried.
PUBLIC COMMENT
None
OLD BUSINESS
Consultation, Craftsman Construction Site Plan, Lot 15 Waunakee Business Park
Dan Beal provided additional information as requested at the previous meeting. Commission members did
not voice any immediate concerns with the overall plan. This item was a consult only. No action required.
Discuss and Take Action on the Site Plan for Leap Academy Daycare Addition, 101 Kearney Way
The applicant came before the Commission last month to discuss parking issues with the site. This month
they are seeking approval for the full submittal and revised parking. Motion Zeman, second Malich, to
approve the site plan with any and all technical issues raised by staff revised to the satisfaction of the
Village Engineer, and approval of a parking waiver for the site. Motion carried.
Update on Octopi Brewing Outdoor Area

Issac Showaki made a presentation before the commission members. After discussion, motion Zellner,
second Herzberg, to approve the proposed outdoor area CUP subject to all conditions outlined by Village
Attorney. Motion carried.
NEW BUSINESS
Initial Consultation, St. John Properties, Lot 7 Waunakee Business Park-Phase 2
No action taken. Consultation only.
Discuss and Take Action on an ETJ Certified Survey Map for Esser, Town of Springfield
Motion Kraus, second Herzberg, to recommend approval to the Village Board subject to any conditions by
the Town of Springfield. Motion carried.
Discuss and Take Action on Revised Signage for Hovde Properties, 114 E Main Street
In June of last year the Plan Commission approved only two of the three proposed monument signs for this
property. The applicant has reworked the site and is proposing a different location for the third sign. Motion
Kraus, second Zeman, to approve the revised signage plan as presented, conditioned upon staff approval of
staked location. Motion carried.
Discussion of Presentation of “A Greater Madison Vision” by Capital Area Regional Planning
Commission at May 15 Village Board Meeting
Staff invited the Plan Commission members to attend the May 15 Village Board meeting to hear the
presentation and gather information on a joint project between the Village and CARPC for evaluation of
housing inventory. No formal action required.
WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION
Discuss and Take Action on Site Plan/Fill Issue for Athens Gyros, 5430 Willow Road, Town of
Westport
Mr. Even stated that they are still working on a resolution with Dane County. Not ready for action yet.
Discuss and Take Action on Proposed Sign for First Presbyterian Church, 5763 CTH Q, Town of
Westport
Plan Commission members had no objections to the proposed sign. No formal action taken.
Discuss and Take Action to Prepare a USA Amendment for Lands South of Woodland Drive
and West of CTH Q
Staff would like to begin the process of preparing a USA amendment for this area. This involves having the
developer prepare a neighborhood plan for the area for presentation to CARPC. Commission members had
no objections.
