VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday, August 14, 2017, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER In the absence of Mr. Zellner, Mr. Herzberg called the meeting to order a 6:06 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Brian Malich, and Tim Black Members Absent: Brad Zeman, Pat McGowan Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Paul Kardatzke, Jim & Ruth Metz, Pete Gross, Bob Davis, Roberta Baumann, Jerry Tierney, Don Tierney, Michael Lawton, Bernadette Thompson. APPROVAL OF MINUTES Motion Kraus, second Black, to approve the minutes from the July 10, 2017 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS Discuss and Take Action on the Preliminary/Final Plat and Public Hearing for Rezone of 55 Acres at Hogan Road and Arboretum Drive, for the Arboretum Village Subdivision Mr. Even stated that the applicant is still working through some layout and utility issues and will not be seeking action at this time. The notice had already been posted for the rezone, therefore Mr. Herzberg opened the public hearing at 6:07 p.m. There were no comments for or against from the audience. Motion Kraus, second Malisch, to hold open the public hearing till the next meeting. Motion carried. Discuss and Take Action on Site Plan, Verizon Cabinet, Frank H Water Tower Mr. Even explained that the applicant is working with Waunakee Utilities on the lease agreement and tower location. The Plan Commission is approving the external cabinet and fencing. Motion Kraus, second Black, to approve the placement of an external generator with fencing subject to Village codes. Motion carried. Mr. Zellner arrived at 6:16 p.m. Page 1 of 2 Discuss and Take Action on Concept Plan for Lot 2 of CSM 14255 Paul Kardatzke of Jewell Associates presented preliminary plans for a proposed retail building for Animart. The remaining building layout is still being finalized for traffic flow and adequate parking. Ed Freer spoke in favor of the architectural elements and PC members were supportive of the project. No action taken. Initial Consultation, Little Explorers Daycare, Lot 9 Waunakee Business Park Bob Davis is looking to open a new facility independent of his Little Explorers business in the Town of Burke. It would still have the same curriculum and would operate much the same at the other location. Commission members asked staff to do a cost analysis per acre for this type of use. The animal aspect would also require some work with staff in order to be allowed within this zoning district, but members were favorable towards the project. No action taken. Initial Consultation, Neighborhood Plan for Lands West of CTH Q Ed Freer presented preliminary work being done. This is the first step in the process for an Urban Service Area Amendment application. Staff discussed roadway extensions and utilities issues. No action taken. Initial Consultation, Access Issues, Forward Development Group, Southeast Corner of CTH Q and Woodland Drive, Town of Westport Applicant asked to be taken off the agenda. They are still working on the proposal. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION REPORT/ITEMS FOR ACTION Initial Consultation, Certified Survey Map, David and Shannon Bruns, Autumn Leaf Court, Town of Westport The commission members had no objections. Initial Consultation, Childcare Center, 5371 Farmco Drive, Town of Westport There were no concerns. Initial Consultation, Jump! Drive-Thru Coffee Shop, 5305 CTH M, Town of Westport There were no objections, the Village defers to the Town.
