VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday, September 11, 2017, at Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER In the absence of Mr. Zellner, Mr. Herzberg called the meeting to order a 6:00 p.m. ROLL CALL Members Present: Chris Zellner, Steve Kraus, Gary Herzberg, Brian Malich, Brad Zeman Members Absent: Pat McGowan, Tim Black Also Present: Kevin Even, Tracy Meinholz, Ed Freer, Bryan Kleinmaier, Roberta Baumann, Paul Kardatzke, Dennis Pharo, Dean Grosskopf, Patrick Hagerman, Dennis Steinkraus, Eric Farnsworth, John Ganser. APPROVAL OF MINUTES Motion Zeman, second Herzberg, to approve the minutes from the August 15, 2017 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS Public Hearing and Discussion/Action on a Request to Amend the Conditional Use Permit for StorageShop USA at 315 Moravian Valley Road Patrick Hagerman, president of the condo association, stated that the association has now taken over ownership from StorageShop USA and have recently made changes to the by-laws. They are asking for an amendment to the existing CUP to allow for changes, including but not limited to signage and overnight parking. Mr. Zellner opened the public hearing at 6:09 p.m. Eric Farnsworth spoke in opposition of allowing outdoor storage of vehicles. Dean Grosskopf spoke in support of the change. The public hearing was closed at 6:24 p.m. After a lengthy discussion of the parking issue, motion Kraus, second Herzberg, to table the discussion. Motion carried 5-0. Page 1 of 2 Discuss and Take Action on Site Plan/SIP and CSM for Proposed Animart Pet Store, Kilkenny Commons After a brief introduction and discussion of staff concerns, motion Herzberg, second Kraus, to recommend approval of the site plan/SIP to the JPC with the conditions listed below, and recommend approval of the CSM to the Village Board. Motion carried 5-0. 1. The parking and circulation approval limited to Animart proposal only. Future users will need separate approvals and parking agreements if necessary. 2. All water, sewer and electric issues resolved to the satisfaction of the Utility Manager. 3. Will need a shared driveway agreement and an easement agreement from the church property. 4. Dumpster location within utility easement to be approved by Utility Manager or moved. 5. Subject to stormwater review. Not provided. 6. Retaining wall issues resolved to the satisfaction of the Village Engineer Discuss and Take Action on Resolution Recommending Approval of the Proposed Urban Service Area Amendment Motion Kraus, second Zeman, to approve resolution PCR17-02 recommending submission of the USA amendment to CARPC. Motion carried. Consultation, Access Issues, Forward Development Group, Southeast Corner of CTH Q and Woodland Drive, Town of Westport Dennis Steinkraus presented an updated concept drawing for discussion. Staff and members discussed the market rate and senior housing components along with the ¾ access off of CTH Q. Mr. Even stated that it’s a safety vs. economic issue for the access off of CTH Q.
