MINUTES 1 January 29, 2018 Motion Herzberg, second Zeman, to approve the minutes from the January 29, 2018 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT Linda Ashmore voiced concerns regarding downtown traffic volumes. NEW BUSINESS 1 Public Hearing and Discussion/Action on a Conditional Use Permit Request to Operate a Home Based Business at 1015 Pasadena Parkway The public hearing to consider a request for conditional use permit to operate an in home hair salon at 1015 Pasadena Parkway was opened at 6:03 p.m. and closed at 6:06 p.m. Motion by Herzberg, second by Kraus, to approve the conditional use permit conditioned upon compliance with all related codes, no more than three clients at a time, and only one chair. Motion carried 5-0. 2 Discuss and Take Action on Amendment to Chapter 133 (Zoning Code) for Height Restrictions in the C-1D Downtown Commercial The public hearing to consider an amendment to Chapter 133 (Zoning Code) for height restrictions in the C-1D Downtown Commercial district was opened at 6:25 p.m. and closed at 6:40 p.m. Motion by Herzberg, second by Black, to recommend approval to the Village Board with two modifications. 1) a height limit of 55 feet 2)  staff to create setback and area standards for structures above third floor. Motion carried 4-0-1, with Zellner abstaining. 3 Discuss and Take Action to Affirm Action taken at December Plan Commission meeting for Hovde Project, 203 E. Main Street Motion by Zeman, second by Kraus, to affirm that the Plan Commission approves a conditional use permit for Hovde Project to exceed the maximum height limit in the C-1D zoning district pursuant to plans considered and discussed at December 11, 2017 Plan Commission meeting, contingent upon Village Board approving the amendment to Chapter 133 (Zoning Code) for height restrictions in the C-1D Downtown Commercial District. Motion carried 5-0. 4 Discuss and Take Action on Pre-Annexation Request for Approximately 130 Acres at the Corner of Woodland Drive and CTH Q, Town of Westport No formal action taken. 5 WAUNAKEE/WESTPORT JOINT PLAN COMMISSION ITEMS FOR ACTION Discussion/Recommendation on Site Plan, Endres Manufacturing Addition, 802 S. Century Avenue, Town of Westport Plan Commission members had no concerns. They deferred to the Town. Discuss and Take Action on Pre-Annexation Request for Approximately 130 Acres at the Corner of Woodland Drive and CTH Q, Town of Westport Discussed earlier on the agenda, no concerns. Discuss and Take Action on Signage for Animart, 1340 Water Wheel Drive, Village of Waunakee Recommend approval. Initial Consultation, Kalscheuer, 5511 Easy Street, CSM & Rezone, Town of Westport Consult only. PC members had no immediate concerns.
