VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street March 12, 2018 6:00 PM Meeting Minutes CALL TO ORDER: The meeting was called to order at 7:05 p.m. due to the 5:00 p.m. Special Village Board meeting running late. MINUTES 1 January 29, 2018 Motion Kraus, second Black, to approve the minutes from the February 12, 2018 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT None NEW BUSINESS 1 Initial Consultation, Zen Dogs Daycare, Lot 15 Waunakee Business Park The Commission members were amenable. Will require zoning ordinance amendment to allow use and site plan approval. No formal action taken. 2 Public Hearing & Discussion/Action on a Conditional Use Permit Request, Airplane Hangar, 5934 Woodland Drive The public hearing to consider a request for CUP to construct an airplane hangar at 5934 Woodland Drive was opened at 7:22 p.m. Maria Patt, a resident of Wexford Drive, asked that the hangar be constructed to look uniform with the neighboring hangars. The public hearing was closed at 7:24 p.m. Motion Kraus, second Zeman, to approve the Bastien airplane hangar site plan and conditional use permit as presented. Motion carried 6-0. 3 Public Hearing & Discussion/Action on a Conditional Use Permit to Exceed the Allowable Height Limit, Hovde, 203 E. Main Street The public hearing to re-consider the conditional use permit to allow exception to the height limit in the C1-D zoning district was opened at 7:26 p.m. Ann Lewandowski and Mary Heimbecker registered and spoke. The public hearing was closed at 7:30 p.m. Motion Zeman, second Black, to approve the conditional use permit for 203 E. Main Street, pursuant to Chapter 133, Article 5 and Section 133-489(c) of the Village of Waunakee zoning code with the addition of item 4. The part(s) of the building that are above 45 feet in height shall be used only for purposes that are accessory to the primary use(s) of the building. Motion carried 6-0. 4 Discuss and Take Action on Pre-Annexation Request, Woodland Crest, Approximately 30 Acres at the Southeast Corner of Woodland &CTH Q, Town of Westport This is an initial consult only. Staff and Commission members gave direction to the applicant. No action taken. 5 Discussion/Recommendation, Tierney Annexation, ~30 Acres, Southwest Corner of Woodland & CTH Q Motion Herzberg, second Zeman, to recommend approval of the annexation with the condition that all off-site improvements listed in the packet are included in an annexation agreement. Motion carried 6-0. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION ITEMS FOR ACTION 1 Initial Consultation, Rezone & Conditional Use Permit to Allow Shed, Anderson, 6172 CTH I, Town of Westport Members agreed to defer to Westport on this item. 2 Initial Consultation, Woodland Crest Annexation, Southeast Corner of Woodland and CTH Q Discussed earlier on the agenda. 3 Discussion/Recommendation, Tierney Annexation,~130 Acres Southwest Corner of Woodland Drive and CTH Q, Town of Westport Discussed earlier on the agenda. 4 Public Hearing & Discussion/Action on Land Division, Rezone & Detachment Request, Whiteside, 5247 Bong Road PC members were in favor of this proposal. 5 Public Hearing & Discussion/Action on Proposal to Divide & Rezone Two Parcels, Arrington, 5683 Harbort Road, Town of Westport Members deferred to Westport as this does not impact the Village. 6 Public Hearing & Discussion/Action on Amendment to the Waunakee/Westport Joint Comprehensive Plan to Change 80 Acres, Northwest Corner of Schumacher Road/STH 113 to Rural Preservation, & Rezone to County A-1 Agriculture (Exclusive) Village plan Commission members were in favor of this proposal moving forward.
