MINUTES 1 March 12, 2018 Motion Kraus, second Zeman, to approve the minutes from the March 12, 2018 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT Maria Patt questioned the definition of the downtown area, Nila Frye spoke with concerns about removing affordable housing in the Village, and Ann Lewandowski spoke in favor of converting to form based zoning ordinances. OLD BUSINESS 1 Woodland Crest Annexation Update Mr. Even gave an update. Staff is currently working with the developer on a pre- annexation agreement. Once that is approved, the next step will be platting and rezoning. NEW BUSINESS 1 Public Hearing and Discussion/Action on a Request to Rezone the Waunakee Veterinary Clinic at 701 W. Main Street from C-2 to C-1 Commercial  The public hearing to consider rezoning 701 W. Main street from C-2 to C-1 Commercial was opened at 6:24 p.m. Sam Kaufmann felt that there should have been more clear information in the agenda language. Ann Lewandowski cautioned that the proposed use is a four story building. The public hearing was closed at 6:26 p.m. Atty. Kleinmaier stated that the agenda language was legal and appropriate. The Plan Commission is only acting on the rezone request and nothing more at this time. Motion McGowan, second by Black, to recommend approval of the rezone request from C-2 to C-1 to the Village Board. Motion carried. 2 Public Hearing & Discussion/Action on Amending the List of Conditional Uses in the General Development Plan for Waunakee Business Park 2 The public hearing to consider an amendment to the General Development Plan for Waunakee Business Park 2, adding as a conditional use in Phase 2A “day care center for dogs, including kenneling or veterinary care associated with the day care center” was opened at 6:33 p.m. Lynn Wunderli registered in favor of the change to allow her Zen Dogs business to apply for a CUP and site plan in the Business Park. The public hearing was closed at 6:35 p.m. Motion McGowan, second Kraus, to recommend approval of the amendment to the Village Board. Motion carried 6-0. Brian Malich arrived at 6:39 p.m. 3 Consultation on Updated concept Plan for T. Wall Enterprises Redevelopment of 200 Block of West Main Street Mr. Wall gave an updated presentation for his project. Mr. Zellner allowed members of the audience to give comments. Staff and Commission members then gave their feedback to the applicant. No action taken. 4 Discuss and Take Action on a Site Plan for the Proposed Meadowbrook Park Shelter, 900 Kopp Road Motion Black, second by Malich, to approve the site plan as presented. Motion carried. 5 Discuss and Take Action on Temporary Zoning Classification for Tierney Annexation, ~130 Acres, Southwest Corner of Woodland & CTH Q In order for this property to be annexed it must be rezoned to a Village classification temporarily, before ultimately being rezoned with the final platting. Motion McGowan, second Kraus, to recommend to the Village Board that as part of the Annexation Ordinance the land which is subject to the annexation be rezoned into the A-1 Agricultural Holding District. Motion carried. 6 Discussion/Direction on Proposed Zoning Changes Staff went over the proposed changes to update and clarify Village zoning codes. Staff directed to begin drafting changes to the standards for approving a conditional use permit, revisions to the definition of lot area as it relates to the density calculation, transitional height standards for conflicts with abutting zoning districts, and updated parking standards. Commission members were not in favor of any change to the  minimum lot area for PUD zoning at this time. The members also directed staff to set up a subcommittee to recommend changes and create a housing policy for the balance of single family vs. multi-family ratios within the Village. No formal action was taken on any of these items. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION ITEMS FOR ACTION 1 Woodland Crest Annexation Update No action necessary. 2 Public Hearing and Discussion/Action on a Request to Rezone 6172 CTH I to ER-1 with a Conditional Use Permit to allow a Shed No objections. 3 Initial Consultation, Barger, 5711 River Road, 2 Lot CSM No Comment. 4 Initial Consultation, Nelson, Proposed Rezone and 4 Lot CSM, Vacant Lot Next to 5152 River Road No Comment. 5 Discuss & Take Action on Temporary Zoning Classification for Tierney Annexation, ~130 Acres, Southwest Corner of Woodland & CTH Q Village Plan Commission recommended approval to Village Board.
