MINUTES 1 June 4, 2018 Motion McGowan, second Thomas, to approve the minutes from the June 4, 2018 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT None NEW BUSINESS 1 Public Hearing and Discussion/Action on a Conditional Use Permit to Operate a Dog Daycare, Lot 15, Waunakee Business Park Mr. Zellner opened the public hearing at 6:08 p.m. Ms. Wunderli answered questions from members. There were no comments from the public. The hearing was closed at 6:10 p.m. Item tabled to allow staff to work with applicant and MLG Commercial on an amendment to the Business Park GDP to allow the outdoor use and conditions of approval for the CUP. 2 Public Hearing and Discussion/Action on a Conditional Use Permit for Monticello Square Pylon Sign, 1350 Montondon Avenue Mr. Even stated that the applicant has agreed to work with staff on a revised submittal. The public hearing was opened at 6:14 p.m. Kaleb Gottwald asked how the public can comment on an incomplete submittal. The public hearing was closed at 6:16 p.m. Motion McGowan, second Malisch, to table the item and bring back for further review and public comment after changes are made. Motion carried. Mr. Zitzelsberger arrived at 6:21 p.m. 3 Public Hearing and Discussion/Action on a Conditional Use Permit to Install Additional Wall Signage at 1004 Quinn Drive The public hearing was opened at 6:24 p.m. There were no questions from the public. The applicant gave a presentation on the proposed signage. The public hearing was closed at 6:34 p.m. Staff directed to prepare a CUP document for consideration at the next meeting with the applicant to provide signed approval from the developer of the Arboretum Office Park. 4 Public Hearing and Discussion/Action on Site Plan for Main Street Waunakee LLC/T. Wall, and Rezone of 201, 203, 205, 207, 209 and 211 W. Second Street from R-3D Residential to C-1D Commercial Mr. Wall gave a presentation outlining the latest changes and answered questions from the PC members. The public hearing was opened at 6:58 p.m. Mr. Zellner read aloud all submitted written comments and gave all who wished to speak the opportunity to do so. The public hearing was closed at 8:29 p.m. Staff recommended no action on the site plan until the Village Board takes action on the proposed rezone on July 2. Motion McGowan, second Malich, to table the site plan till Village Board action on rezone. Motion carried 6-0. Motion McGowan, second Zitzelsberger, to recommend denial of the rezone to the Board based on its inconsistency with the comprehensive plan as stated in staff reports. Motion carried 6-0. Motion McGowan, second Malich, that any further proposals from the applicant would need to be compliant with the comprehensive plan as it exists today. Motion carried 6-0. There was a 10 minute recess called by Chairperson Zellner. 5 Public Hearing and Discussion/Action on a Request by Forward Development Group, LLC, for Preliminary Plat, Final plat, and GDP/SIP Approval for a Mixed Commercial & Residential Development, Southeast Corner of Woodland Drive and CTH Q Mr. O’Callighan presented the plan on behalf of the applicant. The public hearing was opened at 9:13 p.m. No one present wished to speak on the Woodland Crest development as a whole. There were comments for Hy-Vee which will be the next item on the agenda. The public hearing closed 9:19 p.m. There was general support for the development from the PC members. No formal action taken. 6 Public Hearing and Discussion/Action on Site Plan and Conditional Use Permit for Hy-Vee, 57,000 square foot Grocery Store with Drive-thru Pharmacy, Coffee Shop and Convenience Store/Gas Station on Lot 1 of Proposed Woodland Crest Plat After a presentation of the project, the public hearing was opened at 9:38 p.m. There were written and spoken comments both for and against the proposal. The hearing was closed at 9:43 p.m. The PC members gave their general support for the project. No formal action taken. WAUNAKEE/WESPORT JOINT PLAN COMMISSION ITEMS FOR ACTION 1 Discussion/Action on a Certified Survey Map and Rezone, Kalscheuer, 5511 Easy Street, Town of Westport The Village defers to the Town on this matter. 2 Discussion/Action on a Certified Survey Map and Rezone, Barger, 5711 River Road, Town of Westport The Village has no concerns with this proposal. 3 Discussion/Action on a Rezone Request by Purple Cow Organics/Wolter, 5935 County Highway K, Town of Westport There was general support from the members. 4 Discussion/Action on a Certified Survey Map, Rezone, Conditional Use Permit and Variance, Andries, Vacant Lot Adjacent to 5152 River Road, Town of Westport The Village will defer to the Town on this matter. 5 Discussion/Action on a Request by Forward Development Group, LLC, for Preliminary Plat, Final plat, and GDP/SIP Approval for a Mixed Commercial & Residential Development, Southeast Corner of Woodland Drive and CTH Q Discussed earlier, no formal action taken. 6 Discussion/Action on Site Plan and Conditional Use Permit for Hy-Vee, 57,000 square foot Grocery Store with Drive-thru Pharmacy, Coffee Shop and Convenience Store/Gas Station on Lot 1 of Proposed Woodland Crest Plat Discussed earlier, no formal action taken.
