VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 West Main Street July 9, 2018 6:00 PM Meeting Minutes CALL TO ORDER: The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Joe Zitzelsberger, Pat McGowan, Tim Black, Chris Thomas Absent: Brian Malich, Sue Springman Also Present: Kevin Even, Tracy Meinholz, Bryan Kleinmaier, Ed Freer, Nila Frye, Maria Patt, Sam Kaufmann, Wes Arnett, Jenna Rutkauski, Aaron Kaleas, Linda Ashmore, Roberta Bauman, Mary Heimbecker, Lynn Wunderli, Heidi Lezote, Gregory Collins. MINUTES 1 June 7, 2018 Motion McGowan, second Thomas, to approve the minutes from the June 7, 2018 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT Linda Ashmore thanked the Plan Commissioners for not approving the rezone request for the 200 block of West Second Street. NEW BUSINESS 1 Discuss and Take Action on a Conditional Use Permit to Install Additional Wall Signage at 1004 Quinn Drive Staff presented the conditional use permit document drafted by the Village Attorney. After a brief discussion, motion Zitzelsberger, second Black, to approve the conditional use permit for signage at 1004 Quinn Drive as presented. Motion carried. 2 Discuss and Take Action on Site Plan, Façade Improvements, Associated Bank/Family Dollar, 369 S. Century Avenue Aaron Kaleas of TJK Design Build presented revised plans that addressed staff concerns with accessibility ramps. Discussion that new signage would not exceed the existing square footage. Motion McGowan, second Zitzelsberger, to approve the proposed façade improvements as presented with the addition of ramps. Motion carried. 3 Public Hearing and Discussion/Action on an Amendment to the General Development Plan (GDP) for the Waunakee Business Park-Phase 2 to allow specific outdoor uses by conditional use permit  The public hearing was opened at 6:13 p.m. There were no questions from the public. The public hearing was closed at 6:15 p.m. Staff discussed request by applicant to include overnight boarding and veterinary language and saw no issues with it. Motion Black, second McGowan, to recommend approval of the Business Park-Phase 2 GDP amendment to the Village Board to allow for the outdoor use related to dog daycare uses and added language as discussed, subject to the CUP process. Motion carried. 4 Discussion/Action on ETJ CSM, Esser, 6600 Kopp Road, Town of Springfield Motion McGowan, second Zitzelsberger, to recommend approval of the Esser ETJ CSM to the Village Board, subject to any conditions from the Town of Springfield. Motion carried. 5 Conceptual Discussion, Annexation of Moeller and School District Properties, Woodland Drive Town of Westport Staff explained that the recent annexation of the property west of CTH Q has triggered annexation of the school property and Moeller property process per an agreement with the Town and the Moeller’s. Staff also presented additional public lands and ROW for consideration to clear up concerns with jurisdictional lines with the sheriff’s department and the Waunakee police department. The additional land would include the school athletic fields and ROW on STH 19 near the intersection of STH 19 and Schumacher Road. This item will be discussed further at the Waunakee/Westport Joint Plan Commission meeting next evening. WAUNAKEE/WESPORT JOINT PLAN COMMISSION ITEMS FOR ACTION 1 Discuss and Take Action on a Certified Survey Map and Rezone, Kalscheuer, 5511 Easy Street, Town of Westport The Village defers to the Town on this matter. 2 Initial Consultation, Request to Rezone from County R-1 to Village R-1 to Construct Shed, Wallner, 4996 Gilkeson Road, Town of Westport The Village has no concerns with this proposal. 3 Conceptual Discussion, Annexation of Moeller and School District Properties, Woodland Drive Town of Westport Discussed earlier on the agenda.
