VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street June 10, 2019 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Sue Springman, Joe Zitzelsberger, Brad Zeman, Brian Malich, Chris Thomas, Brian Wallace. Absent: None Also Present: Kevin Even, Bryan Kleinmaier, Ed Freer, Jason Valerius, Brain Bauman, Lauren Lofton, Grant Duchac, Roberta Baumann, Sam, Kaufmann, Maria Patt, Ann Lewandowski, MINUTES 1 May 13, 2019 Motion Zitzelsberger, second Springman, to approve the minutes from the May 13, 2019 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None NEW BUSINESS 1 Public Hearing and Discussion/Action on Festival Foods Conditional Use Permit to Exceed the Maximum Allowable Building Square Footage in the Kilkenny West Commercial Development Attorney Kleinmaier presented the final draft of the CUP document with minor changes approved by the applicant. The public hearing was opened at 6:02 p.m. and subsequently closed at 6:04 p.m. There were no comments from the public. Motion Malich, seconded by Thomas, to recommend approval of the conditional use permit to the Joint Plan Commission as presented. Motion carried. 2 Discuss and Take Action on the Festival Foods Specific Implementation Plan(SIP) in the Kilkenny Commons West Commercial Development at the Southwest Corner of Woodland and CTH Q Chair Zellner asked the members if they needed to see the presentation one more time or had any questions on the final submittal. PC members had no comments or concerns. Attorney Kleinmaier presented the final draft of the SIP documents with minor changes approved by the applicant. Motion Zeman, seconded by Thomas, to recommend approval to the Joint Plan Commission, subject to all outstanding staff issues resolved to the satisfaction of the Village Engineer. Motion carried. 3 Public Hearing and Discussion/Action on Preliminary Plat, General Development Plan, and Specific Implementation Plan to Rezone from A-1 Agricultural to PUD Planned Unit Development for the Arboretum Village Subdivision, Corner of Hogan Road and Quinn Drive Jerry and Don Tierney presented the proposed plan for the 110 lot subdivision to the south of the Waunakee Business Park. Mr. Even noted that the public hearing notice inadvertently stated the date as July instead of June. He recommended that the public hearing be held, but then re-noticed for the next meeting as well. Chairperson Zellner opened the public hearing at 6:22 p.m. Ann Lewandowski and Don Tierney spoke. The public hearing was closed at 6:25 p.m. Staff went over some of the concerns that they are working on with the developer, including the fact that this needs to go before the Park Committee for approval. No formal action taken at this time. 4 Discuss and Take Action on Proposed Signage Plan for Lamphouse at 203 E. Main Street Dan Yoder presented the plans for 4 identification signs. Staff had no concerns with the “breezeway” signs. There were two options given for the largest sign to be located on the south elevation. One at 20 s.f. in size which meets code, and one at 40 s.f. which would require a conditional use permit for an exception to the sign code. Staff was reluctant to support the 40 s.f. sign and suggested maybe a compromise at 30 s.f. The proposed location of this sign would also require an exception, as the applicant wishes to place it above the allowable height limit of 20’. Staff would support this location exception under the CUP. The PC members questioned the brightness of the illumination and its effect on the tenants and neighboring buildings, and asked that the applicant bring back more detail. No formal action taken. 5 Discuss and Take Action on Proposed Monument Signs for Madison & Main at 301 E. Main Street Staff presented findings that the monument sign met code, but felt that the directional signage including the list of tenants was a duplication of the wall signage and recommended simple parking signs. Plan Commission members felt that the monument sign needed a better design element. Recommended that staff work with the applicant and bring back. 6 Discussion of Proposed Timeline and Process for Updates to Village Code of Ordinances Jason Valerius of MSA stated that the existing sign ordinance needs to be brought up to date with recent legislation. Staff recommends that, due to time constraints and noticing requirements, changes be made to comply with Reed vs. Gilbert now and the rest of the changes can be made in the near future. Staff plans to present a draft at the July meeting and then on to the Village Board in August. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION 1 Initial Consultation, Schutz Extraterritorial Rezone, 5540 Gerend Road, Town of Westport Kevin Even stated that staff has no concerns. 2 Public Hearing and Discussion/Action on Festival Foods Conditional Use Permit to Exceed the Maximum Allowable Building Square Footage in the Kilkenny West Commercial Development This item was discussed earlier on the agenda. 3 Discuss and Take Action on the Festival Foods Specific Implementation Plan(SIP) in the Kilkenny Commons West Commercial Development at the Southwest Corner of Woodland and CTH Q This item was discussed earlier on the agenda. 4 Public Hearing & Discussion/Action on a request by Groundswell Conservancy to Divide and Rezone 3 parcels. The Larger Parcel will be Rezoned from A-1 to Conservancy Mr. Even stated that this is a joint venture with the Town and staff supports.
