VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street July 8, 2019 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Joe Zitzelsberger, Brad Zeman, Chris Thomas, Brian Wallace. Absent: Brian Malich Also Present: Kevin Even, Bryan Kleinmaier, Jason Valerius, Lauren Lofton, Derrek & Kelcey Kinzel, Nila Frye, Mike Lawton, Dan Yoder, Roberta Baumann, Greg Smithback, Chris Hodes, Russ Kowalski, Ron Ringwald, Maria Patt, Gerry & Linda Ashmore, Ann Lewandowski, Sam Kaufmann, Mike Adam, Robert McPherson, Amanda Fisher, Leah Wells, Don Tierney, Jerry Tierney. MINUTES 1 June 10, 2019 Motion Zeman, second Thomas, to approve the minutes from the June 10, 2019 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None PUBLIC HEARING 1 Public Hearing and Discussion/Action on a Request for Exception to the Code of Ordinances Regarding Signage, Lamphouse Building, 203 E. Main Street Dan Yoder presented the modifications requested at the last meeting. The public hearing was opened at 6:05 p.m. and closed at 6:08 p.m. Linda Ashmore spoke in opposition of the sign exceptions. After discussion, motion made by Wallace, second by Zitzelsberger, to approve the conditional use permit as presented with approval of the 30 foot vertical sign and adding the language for lighting from MSA memo as discussed. Motion carried 5-0. 2 Public Hearing and Discussion/Action on a Request for Conditional Use Permit to Allow Outdoor Patio Service, Boston’s Pizza, 1370 Water Wheel Drive The Kinzels presented plans for an outdoor area with seating for approximately 45 people. The public hearing was opened at 6:30 p.m. and closed at 6:32 p.m. with no one registering to speak. Staff stated that they will work with the developer on the outstanding retaining wall and fence items from the staff reports. Staff felt comfortable with the overflow parking on Water Wheel Drive. Motion by Zitzelsberger, second by Zeman to recommend approval of the conditional use permit to the Joint Plan Commission with all outstanding concerns addressed to the satisfaction of the Village Engineer. Motion carried 5-0. NEW BUSINESS Staff requested reordering the agenda so that Attorney Kleinmaier could leave for another meeting. 3 Discuss and Take Action on Proposed Signage Plan, Festival Foods, Corner of Woodland Drive and CTH Q Lauren Lofton presented overall signage plan for the site. Staff stated that the wall signage met code as proposed. Staff raised the question of whether or not the retaining wall signage was an architectural feature or a necessity. Since ground signs are discouraged in this area, staff did not support this portion of the proposal. Motion Wallace, second by Zeman, to recommend approval of the signage plan with the exception of the retaining wall signage to the Joint Plan Commission. Motion carried 5-0. 6 Discussion/Recommendation on First Draft Proposed Changes to the Village Zoning Code of Ordinances Relating to Signs Attorney Kleinmaier presented changes to update the current code to comply with the supreme court decision on content based issues. Staff and commission members discussed possible time limits and number of signs allowed in residential areas. Staff to work on changes and bring back for public hearing. No formal action taken. 1 Discuss and Take Action on Preliminary Plat for the Arboretum Village Subdivision, Corner of Hogan Road and Quinn Drive Don and Jerry Tierney presented the revised preliminary plat with changes recommended by staff. They are still working with the park and recreation committee and engineering staff on outstanding items. These should be resolved prior to action on the final plat at a future meeting. Motion Thomas, second Zeman, to recommend approval of the Arboretum Village preliminary plat to the Village Board subject to all outstanding issues resolved to the satisfaction of the Village Engineer. Motion carried 4-1 with Wallace opposed. 2 Discuss and Take Action on Site Plan and Draft CSM, Quality Machining Inc., 1001 Uniek Drive The applicant made a presentation on the proposed project and answered questions by the commission members and staff. Motion Wallace, second by Zeman, to approve the site plan and recommend approval of the draft CSM subject to all outstanding technical issues resolved to the satisfaction of the Village Engineer and all easements resolved to the satisfaction of the Waunakee Utilities Manager. Motion carried 5-0. 4 Discuss and Take Action on Proposed Monument Signs for Madison & Main at 301 E. Main Street This item was tabled at last month’s meeting. The applicant presented the revised two sided sign with architectural changes requested by staff. Motion Zeman, second by Zitzelsberger, to approve the first option on page 72 of the packet as presented. Motion carried 5-0. 5 Discuss and Take Action on Signage for Waunakee Public Library Site Staff presented the unified signage plan for the new public library. The signs all meet Village Ordinance and staff had no concerns. Motion Zeman, second by Zitzelsberger, to approve the sign package as presented. Motion carried 5-0. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION 1 Public Hearing and Discussion/Action on a Rezone Request, Schutz, 5540 Gerend Road, Town of Westport Kevin Even explained the request and stated that the Village has no concerns. The PC members deferred to the Joint Plan Commission. 2 Public Hearing and Discussion/Action on a Request for Conditional Use Permit to Allow Outdoor Patio Service, Boston’s Pizza, 1370 Water Wheel Drive This item was discussed earlier on the agenda. 3 Discuss and Take Action on Proposed Signage Plan, Festival Foods, Corner of Woodland Drive and CTH Q This item was discussed earlier on the agenda. 4 Discussion/Recommendation on First Draft Proposed Changes to the Village Zoning Code of Ordinances Relating to Signs This item was discussed earlier on the agenda.
