VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street August 12, 2019 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Joe Zitzelsberger, Brad Zeman, Brian Malich, Chris Thomas, Brian Wallace. Absent: None Also Present: Kevin Even, Bryan Kleinmaier, Jason Valerius, Tracy Meinholz, Nila Frye, Brian Munson, Chris Ehlers, Mary Ellen Kearney, Ellen Schaaf, Jeffrey Tews, Susan Rather, Roberta Baumann, Mary Heimbecker, Sam Kaufmann, Kurt & Peggy Breunig, Maria Patt, Ann Lewandowski, Kristin Runge, Olivia Perry. MINUTES 1 July 8, 2019 Motion Zitzelsberger, second Zeman, to approve the minutes from the July 8, 2019 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None Staff asked to re-order the agenda so that Attorney Kleinmaier could leave for another meeting. PUBLIC HEARING 2 Public Hearing and Discussion/Action on Proposed Changes to the Village Zoning Code of Ordinances related to Signs Attorney Kleinmaier presented the proposed revisions to the sign code addressing compliance with state statutes. The public hearing was opened at 6:06 p.m. No comments were received. The public hearing was then closed at 6:07 p.m. Motion Zitzelsberger, second by Malich, to recommend approval to the Village Board as presented. Motion carried 6-0. PRESENTATIONS 1 Waunakee Housing Task Force Presentation of Findings Kristin Runge made a presentation outlining the 12 recommendations that came out of the report. Staff and Commission Members discussed next steps in the process. The consensus was to forward the document on to the Village Board to consider how  to implement the recommendations with a strong emphasis on number 12. No formal action required. PUBLIC HEARING 1 Public Hearing and Discussion/Action on a General Development Plan and Related Zoning for Arboretum Village Subdivision, Corner of Quinn Drive and Hogan Road Mr. Even explained that there are still some outstanding items that the developer is working through with staff. He suggested holding the public hearing, but bringing the item back for action at the next meeting. The public hearing was opened at 6:47 p.m. Olivia Perry provided comment on the previous agenda item in error. She stated that she was impressed with the study presented by the Housing Task Force. There were no other comments received. The public hearing was closed at 6:49 p.m. Staff was then directed to re-publish the public hearing notice as a courtesy and bring the item back for final action. NEW BUSINESS 1 Discuss and Take Action on Final Plat and Specific Implementation Plan for Arboretum Village Subdivision, Corner of Quinn Drive and Hogan Road Mr. Even gave a status update on the plans and stated that a full staff report and requested revisions would be presented at the next meeting. No action taken. 2 Initial Consultation on Proposal to Develop the Breunig Lands, Schumacher Road and STH 19 Chris Ehlers and Brian Munson made a presentation on the conceptual plans for the Breunig property. Questions and discussion focused on trail access, phasing, and extension of Division Street. No action necessary. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION August Joint Plan Commission meeting cancelled.
