VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street May 11, 2020 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order at 6:00 p.m. ROLL CALL: Present: Chris Zellner, Phil Willems, Kristin Runge, Brad Zeman, Brian Malich, Chris Thomas, Brian Wallace. Absent: None Also Present: Kevin Even, Tracy Meinholz, Todd Schmidt, Bryan Kleinmaier, Jason Valerius, Don Tierney, Mike Lawton, Brad Fry, Roberta Baumann, Nila Frye, Mary Heimbecher, Joe Zitzelsberger. MINUTES 1 April 13, 2020 Motion Willems, second Thomas, to approve the minutes from the April 13, 2020 Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT: None NEW BUSINESS 1 Public Hearing and Discussion/Action on a request for approval of Certified Survey Map and Rezone from A-1 Agricultural Holding to C-1 Commercial for a Proposed Kwik Trip, at the northwest corner of Peaceful Valley Parkway and S. Century Avenue/CTH Q After a brief overview of the plan and purpose for the rezone and CSM, the public hearing was opened at 6:04 p.m. Mike Lawton and Brad Fry spoke on behalf of the applicants. No other attendees wished to speak. The public hearing was closed at 6:07 p.m. Motion Zellner, second Zeman, to recommend to the Village Board and Joint Plan Commission that it approve the certified survey map, subject to final review and approval by the Village Engineer and incorporation of all Village Staff comments. Motion carried 7-0. Motion Runge, second Willems, to recommend to the Village Board and the Joint Plan Commission that it rezone the lot to be purchased by Kwik Trip from A-1 Agricultural/Holding District to the C-1 General Commercial District, with the attached deed restrictions to be recorded on the lot and subject to final review by the Village Engineer and Village Attorney. Motion carried 7-0. 2 Public Hearing and Discussion/Action on a request for approval of a Site Plan and Conditional Use Permit for Kwik Trip, at the northwest corner of Peaceful Valley Parkway and S. Century Avenue/CTH Q Brad Fry of Kwik Trip presented the proposal. The public hearing was opened at 6:27 p.m. None of the attendees asked to speak, and the public hearing was closed at 6:29 p.m. Commission members asked questions on the timing of the pedestrian path, decision to not match the canopy to the store across CTH Q, lighting levels on the canopy to match previously approved ones, and final naming of the north/south street. Motion Zellner, second Zeman, to recommend to the Joint Plan Commission that it approve the site plan, subject to final review and approval by the Village Engineer, incorporation of all Village Staff comments and conditioned upon Village Board approval of the associated certified survey map, rezoning request, and deed restriction. Motion carried 7-0. Motion Thomas, second Wallace, to recommend to the Joint Plan Commission that it approve the conditional use permit, conditioned upon Village Board approval of the associated certified survey map, rezoning request, and deed restriction. Motion carried 7-0. 3 Discuss and Take Action on Proposal to Allow the Installation of Street Pole Banners Recognizing Waunakee High School 2020 Seniors President Zellner explained that this item was referred from the Village Board. That due to the unusual circumstances for the Class of 2020 the Board felt this was an acceptable ask. Attorney Kleinmaier stated that Plan Commission has the authority to allow exceptions to the sign code to allow the banners to be placed on Village property. Motion Wallace, second Zeman, to direct Village Staff and the Village Attorney to draft appropriate approval documents to allow the installation of street pole banners recognizing Waunakee High School 2020 seniors, and to bring the item back for further consideration at the May 18th Village Board meeting. Motion carried 7-0. REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION No action taken. ADJOURN Motion Runge, second Thomas, to adjourn the meeting at 6:54 p.m. Motion carried 7-0.
