VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street July 12, 2021, 5:30 PM Meeting Minutes CALL TO ORDER Mr. Zellner called the meeting to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Gary Herzberg, Phil Willems, Brian Malich, Chris Thomas, Brian Wallace, Kevin Phelps Absent: None Also Present: Tim Semmann, Todd Schmidt, Bryan Kleinmaier, Jason Valerius, Tracy Meinholz, Henry & Dawn Whyte, Bill Fehling, Jerry LeBarron, Duane Esse, Jim Meier, Dale Volkman, Michael McSherry, Joe & Karen Androfski, Nila Frye, Brianna Moczunski, Travis Pederstuen, Don Ripp, Jeff Pollock, Dan Silvers, Greg Reinhart, Jeff Kraemer, Lynn Erickson, John Cramer, Robin Saucla, Sam Kaufmann, Nick Kereven, Roberta Baumann. MINUTES 1 June 14, 2021 Motion Willems, second Herzberg, to approve the minutes from the June 14, 2021, Plan Commission meetings. Motion carried. PUBLIC COMMENT None PUBLIC HEARING 1 Public Hearing and Discussion/Recommendation on an Ordinance Amendment to Create an Airport Overlay District Adjacent to the Waunakee Airport Currently, there are no local restrictions to prevent property owners near the Waunakee Airport from building or planting obstructions that could diminish the safety and use of this unique asset. Previous height-related deed restriction that applied to 9 of the 21 lots along the north side of the runway were created in 1977 but have since expired. The proposed ordinance establishes uniform structural and planting height restrictions for lots adjacent to the runway and located within the approach surface to the runway. MSA consulting planner, Jason Valerius, presented the final draft overlay district. The public hearing was opened at 5:35 p.m. Henry Whyte and Dale Volkman spoke in favor of the ordinance but asked for minor revisions and clarifications. The public hearing was closed at 5:43 p.m. There was additional discussion on the depth of the southerly lots and possible adjustments. Motion Zellner, second Wallace to table the item to allow for staff to work with the residents and make minor changes to the final document before bringing it back for recommendation to the Village Board. Motion carried 7- 0. 1 NEW BUSINESS 1 Discuss and Take Action on Site Plan for a Portable Classroom, Waunakee Middle School, 1001 South Street The WCSD wishes to add a second portable classroom on the west side of the Middle School for the upcoming 2021/2022 school year to accommodate student growth. A previous request was granted July 30, 2001. The portable school building will be set on footings and have an electrical service. No water or sewer will be run to the classroom. Motion Herzberg, second Willems, to approve the WCSD middle school portable classroom as presented. Motion carried 7-0. 2 Initial Consultation, Kramer Development Concept Plan for Newly Acquired Property Along CTH Q, South of Existing Retail Construction The applicant has an accepted offer to purchase the two lots at the NE corner of CTH Q and Peaceful Valley Parkway. The desired use at this location will involve a rezoning; therefore action will be needed by both the Village and Waunakee/Westport Joint Plan Commissions. The applicant is seeking feedback on how receptive the commission members would be to the proposed use and associated access points prior to formally pursuing zoning entitlements and development approvals. The PC members indicated a concern for traffic cuing and the aesthetic of two additional drive-thru establishments at this corner. No action taken. 3 Initial Consultation, Staff Proposal to Amend the Zoning Code Sec. 133-17(1) to Change the Minimum Size of Efficiency Dwelling Units The zoning code for the Village regulates minimum dwelling unit sizes. The minimum square feet for an efficiency and a 1 bedroom are the same at 600 square feet. One recommendation from the 2019 Waunakee Housing Task Force Report is that the Village require a range of housing affordability options in the same development with a range of housing types. One means of moving toward this objective is by decreasing the minimum dwelling unit size for efficiency units. Staff is recommending a change to a 400-500 square foot minimum. Motion Herzberg, second Willems, to direct staff to prepare the ordinance amendment to change the minimum to 500 square feet and bring back for discussion. Motion carried 6-1 with Wallace opposed. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPATE 1 JPC Packet July 13, 2021 The only agenda item for JPC this month is the consult for Kraemer Development.
