VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street August 9, 2021, 5:30 PM Meeting Minutes CALL TO ORDER Mr. Zellner called the meeting to order at 5:30 p.m. ROLL CALL: Present: Chris Zellner, Gary Herzberg, Phil Willems, Chris Thomas, Brian Malich, Kevin Phelps Absent: Brian Wallace Also Present: Tim Semmann, Todd Schmidt, Bryan Kleinmaier, Jason Valerius, Tracy Meinholz, Greg Held, Brian Munson, Roberta Baumann, Mike Lawton, Dan Brinkman, Andy Kessenich. MINUTES 1 July 12, 2021 Motion Willems, second Thomas, to approve the minutes from the July 12, 2021, Plan Commission meetings. Motion carried. PUBLIC COMMENT None PUBLIC HEARING 1 Public Hearing and Discussion/Recommendation on an Ordinance Amendment to Create an Airport Overlay District Adjacent to the Waunakee Airport Staff reported that they are still working on the final draft of the document. It will be placed on a future agenda for final recommendation to the Village Board. Chair Zellner opened the public hearing at 5:33 p.m. no one indicated that they wished to speak on this item. Mr. Zellner then closed the public hearing at 5:34 p.m. Staff indicated that when the item is put back on the agenda it will once again be noticed as a public hearing to give the residents a chance to speak. No action taken. 2 Public Hearing and Discussion/Recommendation on an Amendment to the Zoning code to Change the Minimum Size of Efficiencies for All Multi-Family Developments in the Village The public hearing was opened at 5:34 p.m. There were no comments from the public. The hearing was then closed at 5:35 p.m. Motion Herzberg, second by Willems, to approve PCR21- 01 recommending approval of the amendment to the minimum size for efficiencies to the Village Board. Motion carried. NEW BUSINESS 1 1 Discuss and Take Action on a request by High Hill LLC for Approval of the Specific Implementation Plan for 200 Multifamily Units in the Heritage Hills Subdivision High Hill, LLC is requesting Specific Implementation Plan (SIP) approval for Heritage Hills Apartments, a 200-unit residential development on lot 88 of the Heritage Hills neighborhood. The addition of 200 housing units to this area of the Village is expected to have an impact to the public street network in this area prior to the completion of improvements to STH 19/113 near Division Street; therefore; staff recommends that before approval of occupancy permits for the multifamily development (and any future residential phases) the recommended improvements listed in the Traffic Impact Analysis and the Developer Agreement for the WIS 19/113 intersection with Division Street shall be completed. Motion Willems, second by Phelps, to approve the High Hill, LLC SIP that would allow the construction of 200 multi- family units in the Heritage Hills Subdivision subject to all outstanding staff concerns being addressed to the satisfaction of the Village Engineer & Utilities Manager and Village Board approval of the efficiency size ordinance amendment. Further, that said approval is conditioned upon a final site plan being submitted to the Village that addresses outstanding staff concerns prior to the issuance of a building permit for the project. Motion carried 6-0. 2 Discussion/Recommendation on a Request for Annexation of ~27 Acres of Land Owned by Statz Family Partnership LLP, 6101 Hogan Road from the Town of Westport to the Village of Waunakee This lot, located at the SW corner of the intersection of Hogan Road and STH 19-113, is home to the Carl F. Statz & Sons implement business. The business operations occupy approximately 12 acres of the southerly portion of the site. The proposed use for the northerly portion of this site is not yet known, but the comprehensive plan shows this area as future Business Park. Per Section 133-128 of the Village Code, the land will be annexed into the Village and placed in the A-1 Agricultural/Holding District for zoning. Further, the Village and the property owner will execute an annexation agreement to address statutory payments to the Town of Westport and the future construction of public improvements to the property when it is developed. Motion Thomas, second by Malich, to recommend approval of the Statz Family Partnership, LLP annexation request at 6101 Hogan Road from the Town of Westport to the Village of Waunakee, with the land being placed in the A-1 Agricultural/Holding District for zoning. Motion carried 6-0. WAUNAKEE/WESTPORT JOINT PLAN COMMISSION UPATE 1 JPC Agenda August 10, 2021 The August Joint Plan Commission meeting was cancelled due to lack of agenda items.
