VILLAGE OF WAUNAKEE PLAN COMMISSION MEETING 500 W. Main Street June 13, 2022, 5:30 PM Meeting Minutes CALL TO ORDER Mr. Zellner called the meeting to order at 5:32 p.m. ROLL CALL Present: Chris Zellner, Gary Herzberg, Joe Zitzelsberger, Brian Malich, Chris Thomas, , Brian Wallace Absent: Kevin Phelps. Also Present: Tim Semmann, Tracy Meinholz, Bryan Kleinmaier, Arthur Kumiega, Robert Roth, Marty O’Conner, Andy Connery, Sam Kaufmann. MINUTES 1 May 9, 2022 Motion Thomas, second Herzberg, to approve the minutes from the May 9, 2022, Plan Commission meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS 1 Discuss & Take Action on a Request by At Home Again Assisted Living for Approval of a Specific Implementation Plan (SIP) for and Addition/Expansion at 1120 Connery Cove (Item for Recommendation to the JPC) In 2016 the Village approved a 64-unit senior living facility that included the potential for future expansion of 18 additional units. The owners are now seeking approval of the expansion; however, are seeking the addition of 11 units (nine 2-BR and two studio) instead of 18 units, along with two lounge areas, shared laundry rooms, and a staff / CNA training center. Fifty on-site parking stalls are provided. No additional parking will be added as part of the building expansion. Staff is supportive of the requested parking variation based on data provided by the applicant regarding their current parking demand. Staff recommends approval conditioned upon all outstanding staff concerns addressed to the satisfaction of the Community Development Director and Village Engineer. Motion Zitzelsberger, second Malich, to recommend JPC approval of he SIP conditioned upon all outstanding staff concerns addressed to the satisfaction of the Community Development Director and Village Engineer and grand a parking exception for Phase 2. Motion carried 6-0. 1  2 Public Hearing & Discussion/Action on an Amendment to the General Development Plan (GDP) in the Waunakee Business Park for Expansion of the Secure Storage Site and Allow Truck Rental Use at 1030 Lillian St. (Item for Recommendation to the Village Board) In 2017 a CUP and SIP were approved for the Secure Storage use on this site. The owner/applicant now wishes to combine the existing parcel with the adjacent southeasterly parcel to expand the storage use. In addition, the applicant is also seeking approval of a GDP amendment for the site to allow the rental and parking of moving trucks on site. The proposed storage and truck rental uses are not explicitly permitted under the existing GDP, therefore staff recommends amending the GDP to allow both self-storage and truck rentals on this site, as conditional uses. The two requested approvals – storage use and truck rental - can then be acted on as conditional uses at a future Plan Commission meeting along with the CSM and SIP for the expansion of the storage facility. Motion Herzberg, second Wallace, to recommend Village Board approval of an amendment to the GDP to allow self-storage and truck rentals on this site, as conditional uses. Motion carried 6-0. 3 Discussion/Recommendation on an Extraterritorial Jurisdiction Certified Survey Map, Koenig-Kaltenberg, Patton Road, Town of Vienna The owners are requesting approval of a rezoning of the parent parcel - through Dane County – that would allow their land to be further subdivided. The proposed CSM will create one approximately 3.5-acre lot for the owner’s daughter to construct a single-family home. The lot will be located approximately one-third mile north of Easy Street. The Village has Extraterritorial Jurisdiction, but usually defers to the Town of Vienna. Motion Thomas, second Zitzelsberger, to recommend that the Village Board not object to the proposed CSM.
