VILLAGE OF WAUNAKEE TOWN OF WESTPORT JOINT PLAN COMMISSION MEETING 500 West Main Street June 14, 2022, 6:00 PM Meeting Minutes CALL TO ORDER The meeting was called to order by Ken Sipsma at 6:00 p.m. ROLL CALL: Present: Ken Sipsma, Mark Trotter, Eileen Bruskewitz, Brian Wallace, Chris Thomas. Absent: Brian Malich Also Present: Dean Grosskopf, Tim Semmann, Tracy Meinholz, Marty O’Connor, Wade Wyse, Jeff Ruedebusch. MINUTES 1 April 12, 2022 Motion Tande, second Wallace, to approve the minutes from the April 12, 2022, Joint Plan Commission meeting as presented. Motion carried. PUBLIC COMMENT None NEW BUSINESS 1 Discuss & Take Action on a Request by At Home Again Assisted Living for Approval of a Specific Implementation Plan (SIP) for an Addition/Expansion at 1120 Connery Cove In 2016 the Village and JPC granted approval of a SIP to construct a 64-unit senior living facility that included the potential for future expansion of 18 additional units. The owners are now seeking approval of the expansion; however, are seeking the addition of 11 units (nine 2-BR and two studio) instead of 18 units, along with two lounge areas, shared laundry rooms, and a staff / CNA training center. Fifty on-site parking stalls are provided. No additional parking will be added as part of the building expansion. Staff is supportive of the requested parking variation based on data provided by the applicant regarding their current parking demand. Motion Wallace, second Thomas, to approve the SIP conditioned upon all outstanding staff concerns addressed to the satisfaction of the Community Development Director and Village Engineer and grant a parking exception for Phase 2. Motion carried 5-0.  2 Initial Consultation, Ruedebusch Development & Construction for Development of a ~45 Lot Subdivision Southeast of Kennedy Drive, Town of Westport The applicant would like to rezone the parcel from It is current zoning of C-2 to SFR (single family residential). The area under consideration is outside the Waunakee Westport Joint Planning area but within Waunakee’s extraterritorial Zoning jurisdiction. It is also in the urban service area, so it can be served by sewer as well as Westport’s water. Our current Comprehensive plan shows the area as being planned for “Community Residential”. Density may be an issue, as well as traffic, stormwater retention, and neighborhood concerns. No action taken.
