CALL TO ORDER
Mr. Zellner called the meeting to order at 5:30 p.m.
ROLL CALL
Present: Chris Zellner, Gary Herzberg, Joe Zitzelsberger, Brian Malich, Chris Thomas, Brian

Absent: Kevin Phelps.
Also Present: Tim Semmann, Tracy Meinholz, Bryan Kleinmaier, Arthur Kumiega, Robert Roth,

Motion Thomas, second Zitzelsberger, to approve the minutes from the June 13, 2022,
Plan Commission meeting. Motion carried.

NEW BUSINESS
1 Public Hearing & Discussion/Action on a Request by Secure Storage for Specific
Implementation Plan (SIP), CSM, and Conditional Use Permit for Expansion of Site
& Truck Rental Use at 1130 Lillian Street (Item for Final Action by the Plan
Commission)
The owner/applicant wishes to combine the existing parcel with the adjacent southeasterly
parcel to expand the storage use and include truck rentals from the site. Earlier this month
the Village Board amended the GDP for Business Park 2 clarifying the allowance of self-
storage and truck rentals as an accessory use on this site as conditional uses.
The public hearing was opened at 5:32 p.m. No written comments were received and no
one from the audience wished to speak. The public hearing was closed at 5:33 p.m.
Commission members discussed standards to be considered with the issuance of the
conditional use permit for the rental of trucks. Staff directed to change language related to
overnight storage adjacent to the street be limited to 24 hours, excluding holidays and
weekends when they must be removed as soon as practicable. Members also directed staff
to work with the applicant on minor improvements to the street façade.
Gary Herzberg arrived at 5:42 p.m.

Motion Wallace, second Malich, to approve of the requested conditional uses, site plan
and CSM, subject to final review of the Community Development Director and Village
Engineer with final approval contingent upon recording of the certified survey map and the
appropriate language change for the storage of trucks as discussed. Motion carried 6-0.
2 Recommendation to Amend the Village Zoning Code Regarding Temporary Signs
Staff is seeking direction from the Plan Commission regarding an update to the Village
sign code (Article VIII of Chapter 133), specifically that portion of the code that relates to
temporary signs. The Commission is encouraged to evaluate the need to update the sign
code in its entirety as a result of a Supreme Court case in 2015; however, updating the
entire code may involve significant time and expense. Staff feels a vast majority of
compliance issues can be addressed by updating the code as it relates to temporary signs –
issues such as placement of signs in the right-of-way, placement of signs on public
property, duration of sign placement, size of temporary signs, etc.
Plan Commissioners asked questions for clarification on the Supreme Court case and the
process moving forward. Staff will prepare some options and bring back for discussion.
The process will include public hearings at the Plan Commission and Village Board level
before any changes can be made. No formal action taken.
