CALL TO ORDER
Ms. Runge called the meeting to order at 5:30 p.m.
ROLL CALL:
Present: Kristin Runge, Tricia Braun, Joe Zitzelsberger, Brian Wallace, Chris Thomas, Kevin
Phelps, Chris Zellner.
Absent: None

1 July 10, 2023
Motion Zellner, second Braun, to approve the July 10, 2023, Plan Commission
Minutes. Motion carried.
PUBLIC COMMENT
President Runge read aloud a statement in honor of Indigenous Peoples Day. Tim Schell, with
the Waunakee School District, spoke in favor of the chicken keeping ordinance as an
agricultural program/credit for the students.
BUSINESS ITEMS
1 Discussion Regarding an Amendment to Village Ordinance on the Keeping of
Chickens (Item for Discussion Only – Final Action on Later Date)
The Village Board, at their 10/2/23 meeting, referred to the Plan Commission
discussion and action for creation of an ordinance regarding the keeping of chickens.
This issue has been discussed on several occasions with no direct action taken to this
point. Staff presented the draft ordinance. The PC members provided feedback
including but not limited to term length of the permit, confirmation of HOA approval,
and penalties for non-compliance with the license.
No formal action taken.

2 Discussion of Amendments to the Village Zoning Ordinance Relating to Signs
(Article VIII) (Item for Discussion Only – Final Action on Later Date)
The Plan Commission began reviewing the first draft of an amendment to the Village
sign code at their 12/22/22 meeting. The ultimate purpose of the proposed changes in
addition to becoming compliant with cases coming from the U.S. Supreme Court, is
to provide greater clarity and consistency to the general public regarding sign
standards - especially temporary signs. Members provided staff with direction and
told them to bring the final draft back for further discussion.
No formal action taken.
3 Discussion/Action on an Amendment to Sec. 133-995 of the Zoning Code
Regarding Parking Requirements for Certain Residential and Non-Residential
Uses (Item for Recommendation to the Village Board)
This is a continuation of the ongoing discussion of parking standards from the 7/10
meeting. Suggested text is included that addresses changes to standards for
industrial/warehousing uses along with more specificity to the parameters regarding
parking exceptions. Commissioners asked staff to provide more information and
examples of a sliding scale for industrial uses.
No action taken. Item to come back for further review before a recommendation to the
Village Board.

PUBLIC COMMENT INSTRUCTIONS
WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on
the agenda, by emailing tmeinholz@waunakee.com or in writing to Plan Commission, 500 W Main St.,
Waunakee, WI, 53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand
to staff prior to start of meeting. Comments are limited to three-minutes per person and must be delivered
at the gallery podium for recording purposes. Accommodations can be provided for those unable to access
the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click
“raise hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which
hands are raised. Those wishing to provide oral comments remotely must have their full name displayed
within the Zoom application and must state address of residence. Virtual comments are only allowed for
those who reside, own or lease property in the Village of Waunakee. Anonymous comments will not be
allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Plan Commission has chosen to allow public
comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The Commission Members
may not engage in discussion or take action during this period but may consider deferring the subject to a later meeting with
notice. State statute and/or Village Code require PUBLIC HEARINGS on certain specified matters where the public can
comment. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for
public hearing do not require the Plan Commission to allow public comment, however the meeting chairperson can at their own
discretion allow limited public comments.
