CALL TO ORDER
Ms. Runge called the meeting to order at 5:30 p.m.
ROLL CALL:
Present: Kristin Runge, Tricia Braun, Joe Zitzelsberger, Brian Wallace, Kevin Phelps, Chris

Absent: Chris Thomas

Motion Braun, second Zellner, to approve the November 13, 2023, Plan Commission
Minutes. Motion carried.
PUBLIC COMMENT
Maria Patt commented on housing costs in the Heritage Hills neighborhood and questioned the
5:30 p.m. meeting start time not matching the time stated in the village board handbook. John
Dooley had comments on Commission procedures.
BUSINESS ITEMS
1 Public Hearing & Discussion/Action on a Request by US Cellular/GSS, Inc. for a
site plan approval and Conditional Use Permit for the Construction of a mobile
telecommunications monopole tower and facility at 513 Sunset Lane. (Item for
Final Action by the Plan Commission)
GSS, Inc is seeking approval of a site plan and CUP to construct a 150 foot tall
monopole communication tower and associated ground equipment for US Cellular.
The facilities would be accessed from the north side of Sunset Lane - across the street
from the Police Department - via a 10’ wide asphalt access drive.

The public hearing opened at 5:40 p.m. There were no public comments before
closing the hearing at 5:41 p.m.
Motion Zitzelsberger, second Runge, to approve the site plan and Conditional Use
Permit for 513 Sunset Lane as recommended by staff. Motion carried 6-0.
2 Public Hearing and Discussion/Action on a GDP/SIP Amendment and Revised
Preliminary Plat for Heritage Hills, and Final Plat of the 5th Addition to
Heritage Hills (Phase 6). (Item for recommendation to the Village Board)
The applicant is seeking approval of an amendment to the GDP and SIP for the
Heritage Hills Neighborhood, a revised preliminary plat, and a final plat for the 5th
Addition to Heritage Hills. The GDP/SIP amendments will adjust the lot mix within
the northerly and easterly portions of the neighborhood to better accommodate the
change in topography while still maintaining the general character of the
development. The specific request will result in a decrease in the number of twin-
home units from 84 to 66 and an increase in the number of single-family units from
180 to 202. The proposed change will result in a net increase in density of four (4)
units from what was previously approved for the development (684 units to 688
units).
The public hearing opened at 5:57 a.m. with no comments from the public, the
hearing was closed at 5:58 p.m. Commission members then asked questions of Staff
and the Applicant.
Motion Zellner, seconded by Zitzelsberger, to recommend approval of the GDP
amendment, Preliminary Plat, and 5th Addition to Heritage Hills Final Plat to the
Village Board conditioned upon Staff comments being resolved to the satisfaction of
the Community Development Director and Village Engineer. Motion carried 6-0.
Motion Braun, second Phelps, to approve the SIP the 5th Addition to Heritage Hills
conditioned upon Staff comments being resolved to the satisfaction of the Community
Development Director and Village Engineer, contingent upon Village Board approval
of the GDP and Preliminary Plat and Final Plat. Motion carried 6-0.
3 Public Hearing & Discussion/Action on an Amendment to the Village Municipal
Code to Allow the Keeping of Chickens (For final action by the Village Board)
Staff presented an amendment to the Waunakee Municipal Code that would, if
adopted, expressly allow the keeping of chickens in specified zoning districts beyond
the A-1E (Exclusive Agriculture) District. This version is based on comments made
at the 11-13-23 Plan Commission meeting.

The public hearing was opened at 6:33 p.m. Robert McPherson spoke in favor, and
Maria Patt was opposed. Staff read a statement by Tim Schell with the school district
in favor. The public hearing was then closed at 6:37 p.m.
Motion Runge, second Zitzelsberger, to recommend that the Village Board adopt the
ordinance amending Chapters 14 and 133 of the municipal code to allow the keeping
of chickens in G-1 designated zoning districts only. Motion carried 5-1 with Wallace
opposed.
Motion Runge, second Braun , to recommend that the Village Board adopt the
attached ordinance to adopt the ordinance amending Chapters 14 and 133 of the
municipal code to allow the keeping of chickens in zones designated R-1, R-2, R-3
and R-3D. Motion failed 2-4.

WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on the
agenda, by emailing tmeinholz@waunakee.com or in writing to Plan Commission, 500 W Main St., Waunakee, WI,
53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand to staff
prior to start of meeting. Comments are limited to three-minutes per person and must be delivered at the gallery
podium for recording purposes. Accommodations can be provided for those unable to access the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click “raise
hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which hands are raised.
Those wishing to provide oral comments remotely must have their full name displayed within the Zoom application
and must state address of residence. Virtual comments are only allowed for those who reside, own or lease
property in the Village of Waunakee. Anonymous comments will not be allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Plan Commission has chosen to
allow public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The
Commission Members may not engage in discussion or take action during this period but may consider deferring
the subject to a later meeting with notice. State statute and/or Village Code require PUBLIC HEARINGS on certain
specified matters where the public can comment. The meeting chairperson will identify rules for providing
comments. Other items on the agenda which are not listed for public hearing do not require the Plan Commission
to allow public comment, however the meeting chairperson can at their own discretion allow limited public
comments.
