CALL TO ORDER
The meeting was called to order at 5:30 p.m. Due to technical issues, this meeting was not
recorded.
ROLL CALL:
Present: Kristin Runge, Joe Zitzelsberger, Tricia Braun, Brian Wallace, Chris Zellner, Sue
Springman, Mike Steinl.
Absent: None
Also Present: Lauren Dietz, Brian Kleinmaier, Jared Heyn, Tracy Meinholz, Maria Patt, Ryan

Motion Zitzelsberger, second Braun, to approve the June 10, 2024, Plan Commission
Minutes as presented. Motion carried.
PUBLIC COMMENT
Chairperson Runge welcomed the newest Plan Commission member, Mike Steinl. There were
no comments from the public.
Chris Zellner arrived at 5:32 p.m.
BUSINESS ITEMS
1 Public Hearing and Discussion/Action on a Request by North Ridge Church
LLC for a Conditional Use Permit to Allow an Institutional Use at 1071 Uniek
Drive Within the Waunakee Business Park. (Item for final action by the Plan
Commission)
North Ridge Church is seeking a Conditional Use Permit and Site Plan approval for
the existing building at 1071 Uniek Drive. The building is currently zoned for
industrial or office use. Plan Commission and Village Board have recently approved a
change to the GDP of the Business Park Phase II that allows for Churches or other
places of indoor religious assembly as a conditional use by reference to the O-2 Office
District conditional uses.

The submittal includes two phases of parking development, which are planned to
coincide with future church growth. Staff have no concerns with the current parking
plan. Overflow could also be allowed on Uniek Drive similar to the Octopi Tap Room
to the east.
Stormwater management plans require some changes as recommended by Strand, as
well as appropriate permitting. However, these are not substantial changes and should
not be a hindrance to site plan approval under the Village’s prior 4-week submittal
process.
The public hearing was opened at 5:35 p.m. With no one wishing to speak, the
hearing was closed at 5:36 p.m.
Motion Runge, second by Zitzelsberger, to approve the conditional use permit with
the added language as discussed for parking, and site plan conditioned upon final
approval of the Community Development Director. Motion carried 6-0, with Zellner
abstaining.
2 Discuss and Take Action on a Certified Survey Map to Combine and Rezone
Existing Lots at 205 N. Klein Drive as Part of the Waunakee Police Department
Remodel and Addition Project. (Item for recommendation to the Village Board)
The Police Department expansion site plan was approved based on the condition that
CSM and rezone applications be submitted to combine the 4 lots into a single lot
under a single zoning district.
This application is for a CSM to combine lots and rezone the new lot from C-1
General Commercial and R-5 Multifamily Residential to G-1 Institutional.
Motion Zitzelsberger, second Wallace, to recommend Village Board approval of the
CSM to combine lots and rezone the new Lot 1 from C-1 General Commercial and R-
5. Motion carried 7-0.
3 Discussion & Action on an amendment to Sec. 133-11 of the Village Ordinances
to change the maximum allowable size of accessory buildings (for
recommendation to Village Board)
At the May 6, 2024 Village Board meeting, the Trustees voted to approve an
amendment to the ordinances allowing accessory dwelling units by right. As part of
this deliberation, they also agreed to allow detached ADUs up to 900 square feet to be
in-line with other municipalities in Dane County (Sec. 133-1139).
Currently, Sec. 133-11 Use Regulations only allows by right for accessory buildings
up to 800 square feet. In order to reconcile the allowable 100-square-foot size
difference between the ADU ordinance and Use Regulations, the Village needs to
update Sec. 133-11. This issue came before Plan Commission at the July 2024

meeting, but Plan Commission deferred to a future meeting when this could also be
considered alongside an amendment to the ADU ordinance limiting the size of ADUs
based on the size of the primary structure. However, after further staff research, the
limit already exists in 133-1139(g).
Attorney Kleinmaier also suggested removing the language regarding allowing larger
structures with a conditional use permit. The commission members requested
additional clarification on whether the 50% limit of primary structures' square footage
pertains to the total square footage, the first floor, or solely the living space.
Item to be brought back for further discussion.

WRITTEN: Send written comments by 12:00 p.m. on date of meeting on any matter, either on or not on the
agenda, by emailing tmeinholz@waunakee.com or in writing to Plan Commission, 500 W Main St., Waunakee, WI,
53597.
IN-PERSON: Public comment forms are available at the Board Room entrance. Please fill out and hand to staff
prior to start of meeting. Comments are limited to three-minutes per person and must be delivered at the gallery
podium for recording purposes. Accommodations can be provided for those unable to access the podium.
VIRTUAL: When public comments are allowed, attendees on Zoom wishing to participate should click “raise
hand” if on video or press *9 if on phone call. Attendees will be called on in the order in which hands are raised.
Those wishing to provide oral comments remotely must have their full name displayed within the Zoom application
and must state address of residence. Virtual comments are only allowed for those who reside, own or lease
property in the Village of Waunakee. Anonymous comments will not be allowed.
*As permitted by the Wisconsin open meetings law and while not required, the Plan Commission has chosen to
allow public comments during their meetings. This is specifically listed on the agenda as PUBLIC COMMENT. The
Commission Members may not engage in discussion or take action during this period but may consider deferring
the subject to a later meeting with notice. State statute and/or Village Code require PUBLIC HEARINGS on certain
specified matters where the public can comment. The meeting chairperson will identify rules for providing
comments. Other items on the agenda which are not listed for public hearing do not require the Plan Commission
to allow public comment, however the meeting chairperson can at their own discretion allow limited public
comments.
