VILLAGE OF WAUNAKEE PUBLIC WORKS COMMITTEE A regular meeting of the Public Works Committee was held Wednesday, July 27, 2011, 5:30 p.m., at 500 W. Main Street, Waunakee, Wisconsin. CALL TO ORDER Acting Chairperson Zellner called the meeting to order at 5:31 p.m. Members present: Sue Springman, Chris Zellner, Brian Wallace, Scott Meske, Ivan Henning, and Kevin Even. Members Absent: Randy Bolger, Gary Herzberg. Also present: Tracy Meinholz, Jim Madden, Bill Frederick, Michelle Bay, Jim Foley, Mark Shubak. APPROVAL OF MINUTES Motion Meske, second Henning, to approve the March 9, 2011 minutes. Motion carried. NEW BUSINESS DISCUSSION/ACTION CONSIDER PUBLIC PARKING SIGNAGE FOR SOUTH STREET The Committee discussed a request to install a public parking sign for the public lot located by the Chamber depot. Staff directed to try to make the sign consistent with the existing downtown signage as long as it is cost effective. Motion Meske, second Wallace, to approve the installation of a public parking sign at Main & South street. Motion carried. CONSIDER REQUEST FOR SPEED BUMP OR STOP SIGN ON MADISON STREET Staff presented a request by a resident. The police department did a speed study and does not support the request. Committee members discussed alternative options for safety in this area. Motion Wallace, second Meske, to deny the stop sign/speed bump request, but direct staff to look into installing a painted crosswalk for this area instead. Motion carried. Public Works Committee Minutes Page 1 of 3 CONSIDER REQUEST FOR PARKING RESTRICTIONS AT SAVANNAH VILLAGE PARK Committee members reviewed a request to restrict on-street parking at Savannah Village Park. There was discussion of acquiring green space from the developer on a temporary basis to provide extra parking as a possibility if necessary. Motion Wallace, second Henning, to place no parking signage on the residential side of Bluebird Trail, from Brookside Drive to Audubon Drive, with the possibility of extending it to Amana Court if deemed necessary. Motion carried. Sue Springman arrived at 5:54 p.m. CONSTRUCTION UPDATE Jim Foley, of Strand Associates, gave an update on the Woodland Drive project and answered questions from the Committee. Jim Madden gave an update on the Klein Drive and Winston Way projects and answered questions. CONSIDER REQUEST FOR ALLEY PICKUP FOR REFUSE AND RECYCLING Staff presented a request by an elderly resident to allow trash pick up in the alley. The resident does not have paved access to the front yard in the winter time. Mr. Even has contacted Pellitteri and discovered that there is not a way to get their trucks into most of the alleys due to obstructions (trees & power lines), and the alleys are not meant to handle heavy truck traffic. This item was tabled till the next meeting to allow Staff time to investigate some options. CONSIDER TEMPORARY STOP SIGN REQUEST FOR FOGGY MOUNTAIN PASS Staff presented an email from a resident on Foggy Mountain Pass. The police department does not support the request for two reasons: 1) Detour traffic will only be for another two weeks. 2) Temporary stop signs create confusion and a false sense of security. Motion carried.  CONSIDER REQUEST FOR “NO OUTLET” SIGNS ON ALDORA AND TROTTA COURTS Staff presented two requests from residents asking for signage at the entrance to Aldora & Trotta Courts to let drivers know that it is not an entrance into the adjacent parks. Motion Springman, second Meske, to approve the installation of “No Outlet” signs on Aldora and Trotta Courts, with a friendly amendment by Wallace to add one to Reed Court as well. Motion carried. CONSIDER BIDS FOR INDUSTRIAL PARK & RIPP PARK DETENTION BASIN PROJECT Mr. Shubak, of Strand Associates, explained that with the new administration changes in the state there is no longer a requirement to install these ponds. However, there are grant funds available at this time and the requirements could easily be changed again in the near future. Motion Springman, second Meske, to move forward with the projects and recommend that the Village Board award the bid to low bidder F.H. Raemisch & Sons. Motion carried. CONSIDER BIDS FOR 2011 CHIP SEAL & CRACK FILLING Motion Springman, second Wallace, to recommend Village Board approval of the bids for 2011 Chip Seal & Crack Filling, not to exceed the $100,000 budgeted amount.
