PUBLIC WORKS COMMITTEE
A regular meeting of the Public Works Committee was held
Tuesday, March 22, 2016, 6:00 p.m., at
Waunakee Village Hall
500 West Main Street, Waunakee, WI
CALL TO ORDER
Chairperson Springman, called the meeting to order at 6:00 p.m.
Present: Sue Springman, John Laubmeier, Gary Herzberg, Brian Wallace, Paul Endres,
Nila Frye.
Absent: Randy Bolger
Also present: Kevin Even, Bill Frederick, Jim Madden, Tracy Meinholz, Kent Straus,
Randy Meffert, Don Tierney.
APPROVAL OF MINUTES
Motion Laubmeier, second Herzberg, to approve the January 26, 2016 minutes. Motion
carried.
PUBLIC COMMENT:
None
NEW BUSINESS DISCUSSION/ACTION
Discussion / Recommendation on 2016 Public Works Improvements Bids
Motion Nila, second Herzberg, to recommend approval of the low bid by Krause
Excavating to the Village Board. Motion carried 5-0, with Wallace abstaining.
Discussion / Recommendation on 2016 Chip Seal Bids
Bill Frederick explained that the Village Center parking lot was removed from the bid
and replaced with seal coating instead of chip sealing. This lowers the cost. Motion
Laubmeier, second Wallace, to recommend approval of the low bid from Fahrner
Asphalt to the Village Board. Motion carried.
County Highway Q Update
The Village staff has been working to finalize the CTH Q plans for bidding. As part of
the project, staff has been planning for a signalized intersection at CTH Q and
Waterwheel Drive. Recently there have been other alternatives discussed because of
access concerns. Village staff has discussed alternatives with the developer and First
Presbyterian church such as a secondary frontage road or a roundabout at the Waterwheel
intersection. The developer made a presentation to the committee regarding the
importance of the signalized intersection because of potential harm to proposed

commercial uses on the east side of CTH Q with a roundabout alternative. The developer
offered to pay for the secondary service road to the intersection of Peaceful Valley
Parkway and CTH Q. The committee expressed timing concerns regarding a roundabout
alternative that could jeopardize the completion of the roadway in 2016. Staff indicated
the roundabout alternative would make completing the project this year more challenging
and require additional right-of-way. Motion Wallace, second Endres, to direct staff to
pursue the signalized intersection and meet with the church to present the options of
either the right-in/right-out with a dedicated left turn lane, or removal of existing access
and developer installation of access road to intersection of Peaceful Valley Parkway and
CTH Q. Motion carried unanimously.
Emerald Ash Borer Update
Staff stated that last years efforts were well received in the Southbridge neighborhood.
There were a high number of residents that chose to treat their trees. This year the plan is
to do the Savannah Village neighborhood.
