CALL TO ORDER: The meeting was called to order at 5:32 p.m.
ROLL CALL: Phil Willems, Sam Ballweg, Erin Moran, Dennis Hampton, Joe Olson, Nila Frye, Brian
Wallace

MINUTES
1 April 24, 2018
Motion by Sam Ballweg to approve the minutes from the April 24, 2018 Public Works Committee
meeting as presented, seconded by Brian Wallace. Motion carried unanimously:

PUBLIC COMMENT
Tom Cantwell requested consideration of speed bumps on S. Holiday Drive.
Colleen Webster agreed with the comments made by Mr. Cantwell.
Mary Heimbecker requested a 4-way stop at West St. and Third St.
OLD BUSINESS
1 Consideration of Changing to Weekly Recycling Pick-Up
Motion by Phil Willems to table and direct Staff to educate public and re-evaluate the issue in 2020
when the currrent contract expires, seconded by Joe Olson. Motion carried:
Ayes: Phil Willems, Sam Ballweg, Erin Moran, Nila Frye, Dennis Hampton, Joe Olson
Opposed: Brian Wallace
NEW BUSINESS
1 Consideration of Pedestrian Crossing at Main/Water Street and Downtown Pedestrian
Movement Discussion with DOT Representatives
Ryan Mayer and Graham Heitz from WisDOT were present to answer questions. DOT
does not support the crossing as it does not meeting the minimum distance from the
existing crossing. No action taken.
2 Consideration of Request for Dedicated Turn Lanes Along Main Street
Per a request made at the last meeting, Staff explored the suggestion of dedicated turn
lanes onto Main Street from South, Fish, and West Street. The only street wide enough
to accommodate this is South Street, but the businesses would lose parking stalls. The
Committee did not support this option. No formal action taken.
3 Consideration of Request for Changes to Turn Signals at STH 19 and Division Street
Per the request at the previous meeting, Staff reviewed the turn lane configuration at
STH 19 and Division Street and asked WisDOT for their input. WisDOT did a study
and determined that the current configuration is working optimally. No action taken.
4 Consideration of Kilkenny Stop Signs and Other Traffic Calming Devices
Staff explained the issue, several neighbors spoke in favor of keeping the stop signs for
safety reasons, one resident spoke in opposition of the signs. Staff directed to evaluate
the warrants for keeping or removing the signs and provide the findings at a future
meeting. No formal action taken.
5 Discussion of Speed Limits/Stop Signs Along Woodland Drive and Peaceful Valley
Parkway and Plans for Public Informational Meeting on September 19th
Staff presented proposed changes to speed limits and stop sign configurations with the
addition of a lighted pedestrian crossing at Tara Lane and Peaceful Valley Parkway for
the pool site. The next step will be to have a public open house for the residents to
comment. No formal action taken.
6 Staff Update on 2018 Construction Projects
Staff gave an update on the progress of these projects.
