Meeting Minutes
CALL TO ORDER
Chairperson Frye called the meeting to order at 5:30 p.m.
Present:
Nila Frye, Sam Kaufmann, Ron Plumer, Brian Wallace, Max Ujdak, Erin Moran, Mark
Snider
Absent: N/A
Also Present:
Aaron Jahncke, Bill Frederick, Ryan Endres, Cody Esposito, and Linda Ashmore
APPROVAL OF MINUTES
Motion by Kaufmann, second by Plumer, to approve the November 11, 2023, minutes as
presented. Motion carried.
PUBLIC COMMENT:
Linda Ashmore discussed sustainability and she was glad that the topic was on the
agenda.
BUSINESS ITEMS
1. Discuss/Recommendation on the 2024 Road Improvement Projects.
Staff presented both the Prospect Road and South Street projects and took questions from
the committee. Motion by Wallace, second by Snider, to approve both projects to go out
for bid. Motion passed 7-0.
2. Discuss and Take Action on Strand Task Order 23-06 Amendment No. 1 for 2024
Public Works Projects- South St. Staff presented the Task Order and mentioned that this was
for the remainder of the design, construction staking and construction observation. The Open
House for this project is 12/14 and staff will incorporate any design adjustments after the open
house. Motion made by Ujdak and second by Moran to approve the Task Order and recommend
it to the Village Board for final approval. Motion carried 7-0.

3. Discuss and Take Action on Strand Task Order 23-07 for 2024 Public Works
Projects- Prospect Rd. and Pleasant Dr. Staff presented the Task Order and mentioned
that this was for construction staking and construction observation. The Open House for
this project was before the committee meeting and staff will incorporate any design
adjustments after the open house. Motion made by Snider and second by Kaufmann to
approve the Task Order and to recommend it to Village Board for final approval. Motion
carried 7-0.
4. Sustainability Discussion. Frye discussed how important sustainability is to make sure
she is passing down a sustainable Earth to her grandkids. Bill Frederick went through the
sustainable practices that DPW is doing such as using less salt, using salt brine, sending
operators to Salt-Wise training, the bare root tree program, and leaf recycling. Jahncke
discussed sustainable construction practices such as the use of recycled asphalt content in
asphalt and the use of recycled fly ash in concrete. No action is necessary.
ADJOURN
Motion by Moran, second Snider, to adjourn the meeting at 5:48 p.m. Motion carried
unanimously.
