Public Comment Tim Heinrich, MEUW President and CEO, thanked the Utility for hosting the MEUW 95th Anniversary event in October. Minutes A motion was made by Kristin Runge and seconded by John Roessler to approve the minutes of the October 23, 2023 Waunakee Utilities Commission meeting. Motion carried. Communications Answering service $ 1,580,067.79 Total Amount of Invoices Approved Motion carried. 2024 Health Insurance Costs Jared Heyn provided information about the health insurance plan changes and cost increases for 2024. The overall cost increase to the Utility is estimated to be $19,160 (6.31%). Purchased Treatment Cost and General Inflationary Sewer Rate Adjustments The automatic adjustments to sewer rates for the escalation in the cost to treat wastewater from the Madison Metropolitan Sewerage District (MMSD) and general inflationary cost increases were discussed. MMSD has informed the Utility that costs are estimated to be $2,700,500 in 2024, an increase of $274,523 (11.3%). MMSD costs represent approximately 74% of total Sewer Utility operating expenses. The general inflationary cost increase is based on CPI, which is 3.2%. The average residential sewer customer will have an increase of $5.81 per month and the average commercial customer will have an increase of $18.63 per month starting on January 1, 2024. DNR Report on the Sanitary Survey of the Water System The Commission discussed the report summarizing the DNR evaluation of the water system. The DNR completes this evaluation every three years and the report assesses the Utility’s water sources, facilities, equipment, operation, maintenance, and management as it relates to drinking water. The report notes two deficiencies; the need to create a customer complaint log and the requirement to inspect the tanks at the two booster stations. Nonconforming features were also noted. These nonconforming features were acceptable to the DNR at the time of the original construction of the facilities but DNR rules have changed subsequent to the original approvals which have caused this noncompliance. The Utility is not required to correct these items until a major change or remodel occurs or a health hazard is identified. PFAS Class Action Settlements with DuPont and 3M The Commission was provided information about the two class action lawsuits and the need to decide whether to stay in the settlements or opt out. No consensus was reached regarding a recommendation to the Village Board about staying in the settlements or opting out. Village-Wide Construction Projects A brief update was provided about a new cellular tower planned for Sunset Lane and the Fifth and Sixth additions to Heritage Hills. 3 Operations Report Various operational items were discussed including the electric service interruptions that occurred on November 13 and 14. General Manager’s Report The General Manager discussed the upcoming Holiday Parade, the date of the next meeting, and the upcoming budget discussion planned for the December meeting. Financial Statements The October financial statements were presented. A motion was made by John Roessler and seconded by Roxanne Johnson to adjourn the meeting. Motion carried.
