VILLAGE OF WAUNAKEE AND TOWN OF WESTPORT JOINT PLAN COMMISSION MINUTES A meeting of the Waunakee/Westport Joint Plan Commission was held Tuesday, December 13, 2011, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, Wisconsin. CALL TO ORDER Mr. Sipsma called the meeting to order at 6:03 p.m. Members Present: Ken Sipsma, John Van Dinter, Pat McGowan, Tom Liebe, Mark McGuire. Members Absent: Dean Grosskopf Also Present: Kevin Even, Tom Wilson, Tracy Meinholz, Robert & Kathy Maksen, Chuck Bongard, David Vos, Dennis Steinkraus, Don Tierney, Troy Mieziva, Brad Robinson, Jerry Tierney, Hans Justeson, Ed Freer, Dave Jenkins. APPROVAL OF MINUTES Motion McGowan, second Van Dinter, to approve the September 13 & October 11, 2011 minutes. Motion carried. NEW BUSINESS PUBLIC HEARING & DISCUSSION/ACTION ON MAKSEN REZONE AND CONDITIONAL USE PERMIT REQUEST Public Hearing opened at 6:06 p.m. and Closed at 6:07 p.m. with no one present to speak. Motion Van Dinter, second Liebe, to recommend approval of the rezone to CR-5ac and approve the conditional use permit with the conditions set forth in the Town of Westport resolution. Motion carried. PUBLIC HEARING & DISCUSSION/ACTION ON PROPOSED AMENDMENTS TO THE VILLAGE OF WAUNAKEE COMPREHENSIVE PLAN AND THE WAUNAKEE/WESTPORT JOINT PLANNING AREA COMPREHENSIVE PLAN Public hearing opened at 6:14 p.m. Dave Vos gave a presentation. Commission members asked questions. Staff weighed in. Public Hearing closed at 6:43 p.m. Motion McGowan, second Liebe, to approve resolution with the December 13, 2011 document and staff to draft map to reflect the amendment to the master plan. There was a friendly amendment to JPC Meeting Minutes 11/15/2017 Page 1 of 2  remove the second to last paragraph referencing example photos. Motion carried 4-1-1. With Sipsma opposed and Grosskopf absent. DISCUSS & TAKE ACTION ON A KWIK TRIP SITE PLAN, CTH Q/PEACEFUL VALLEY PARKWAY Motion McGowan, to recommend approval of site plan subject to all staff comments resolved to the satisfaction of the Village Engineer and Town Attorney and any additional concerns or comments by the Village Plan Commission and all pre-annexation conditions. McGowan withdrew motion after discussion. Motion Liebe, second McGuire, to table the item for more information. Motion carried. DISCUSSION OF MATC WORK AT HWY 19 RANGE Mr. Wilson went over the plans for the MATC training facility. No action necessary. FUDA UPDATE Mr. Sipsma & Mr. Liebe gave the report. ADJOURN Motion Van Dinter, second McGowan, to adjourn the meeting at 7:52 p.m. Motion carried.
