CALL TO ORDER
The December 19, 2011 Village Board meeting was called to order at 7:05 p.m. by President
John Laubmeier.
ROLL CALL

check numbers ranging from 59370 through 59390 totaling $82,568.64, appointment of the

from H&R Carpeting for carpet replacement in the lower lever of the Village Center, Inclement
Weather and Emergency Closing Policy, 2012 Annual Budget, Performance, and Strategic
Planning Document, consulting agreement with Ehlers and Associates, and disallowance of
claim by Russell and Darlene Kelley.

PUBLIC HEARING
1. Discuss and Take Action on Amendments to Village of Waunakee
Comprehensive Plan and Waunakee-Westport Joint Planning Area
Comprehensive Plan
The public hearing to consider Amendments to Village of Waunakee Comprehensive Plan and
Waunakee-Westport Joint Planning Area Comprehensive Plan was opened at 7:08 p.m. Dave
Vos and Don Tierney spoke about the project. The public hearing to consider Amendments to
Village of Waunakee Comprehensive Plan and Waunakee-Westport Joint Planning Area
Comprehensive Plan was closed at 7:25 p.m.
Motion by Sue Springman, second by Gary Herzberg, to approve Amendments to Village of
Waunakee Comprehensive Plan and Waunakee-Westport Joint Planning Area Comprehensive
Plan subject to execution of the Pre-Annexation Agreement.
Motion Passed. For: 7, Against: 0.
LICENSES/PERMITS
1. Discuss and Take Action on Application for Operator License for Tyler W. Statz
Motion by Phil Willems, second by Steve Kraus, to deny an Operator License application for
Tyler W. Statz based on Village policy.
Motion Passed. For: 7, Against: 0.
OLD BUSINESS
1. Discuss and Take Action on Kippley Annexation Agreement *The Village Board
may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for
the purpose of deliberating or negotiating the purchasing of public properties,
the investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session. The Village
Board may reconvene in open session.
Motion by Phil Willems, second by Gary Walden, to approve the modified Kippley Annexation
Agreement.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1. Discuss and Take Action on Quit Claim Deed for Raemisch Property
Motion by Chris Zellner, second by Steve Kraus, to approve Quit Claim Deed conveying
property to the Raemisch's.
Motion Passed. For: 7, Against: 0.
OLD BUSINESS
2. Discuss and Take Action on Forward Development Group Annexation
Agreement and Related Project including General Development Plan *The
Village Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session.
Motion by Gary Herzberg, second by Gary Walden, to convene in closed session at 7:39 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session. The
Village Board may reconvene in open session.
Motion Passed. For: 7 (Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary
Herzberg, Steve Kraus, John Laubmeier), Against: 0.
Motion by Gary Walden, second by Steve Kraus, to reconvene in open session at 8:00 p.m.

NEW BUSINESS
2. Discuss and Take Action on Insurance Services
President Laubmeier recused himself from discussion and action related to insurance services.
Trustee Herzberg was appointed Temporary Chair.
Motion by Sue Springman, second by Gary Walden, to approve the Baer Agency proposal for
liability insurance from the League of Wisconsin Municipalities Mutual Insurance for three
years with the option for additional one-year extensions based on good performance, and to
continue using the Local Government Property Insurance Fund for property insurance.
Motion Passed. For: 6, Against: 0, Absent: 1.
President Laubmeier resumed control of the meeting.
3. Discuss and Take Action on Village Board Meeting Time Change
No action taken.
4. Discuss and Take Action on 2012 Non-Represented Employees Salary
Adjustments *The Village Board may convene in closed session as authorized by
19.85(1)(c) for the purpose of considering employment, promotion, compensation
or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility. The Village
Board may reconvene in open session.
Motion by Gary Walden, second by Phil Willems, to convene in closed session at 8:24 p.m. as
authorized by 19.85(1)(c) for the purpose of considering employment, promotion, compensation
or performance evaluation data of any public employee over which the governmental body has
jurisdiction or exercises responsibility. The Village Board may reconvene in open session.
Motion Passed. For: 7 (Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary
Herzberg, Steve Kraus, John Laubmeier), Against: 0.
5. Discuss and Take Action on 2012 Administrator Salary Adjustment *The Village
Board may convene in closed session as authorized by 19.85(1)(c) for the purpose
of considering employment, promotion, compensation or performance evaluation
data of any public employee over which the governmental body has jurisdiction
or exercises responsibility. The Village Board may reconvene in open session.
Motion by Chris Zellner, second by Sue Springman, to convene in closed session at 8: 25 p.m.
as authorized by 19.85(1)(c) for the purpose of considering employment, promotion,
compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility. The Village Board may
reconvene in open session.
Motion Passed. For: 7 (Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary
Herzberg, Steve Kraus, John Laubmeier), Against: 0.
Motion by Gary Herzberg, second by Chris Zellner, to reconvene in open session at 9:10 p.m.
Motion Passed. For: 7, Against: 0.
Motion by Gary Walden, second by Steve Kraus, to approve a 1.5% increase for 2012 for non-
represented employees.
Motion Passed. For: 7, Against: 0.
Motion by Gary Walden, second by Sue Springman, to approve a 1.5% increase for 2012 for the
Village Administrator, plus $550 in additional training funds above and beyond budgeted
amount for purposes of attending ICMA Gettysburg Leadership Institute.
Motion Passed. For: 7, Against: 0.
