VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 2, 2012 - 6:00 PM Meeting Minutes CALL TO ORDER The July 2, 2012 Village Board meeting was called to order by President John Laubmeier at 6:03 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: Gary Walden Also Present: Todd Schmidt, Tiffany Schultz, Jon Schultz, Rod Ripley, PJ Monson CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Steve Kraus, second by Gary Herzberg, to approve the Consent Agenda including all items listed below. Motion Passed. For: 6, Against: 0, Absent: 1. 1. Approve June 18, 2012 Village Board Minutes Motion to approve June 18, 2012 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 61360 through 61385 totaling $84,467.87. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 61386 through 61397 totaling $84,641.80. 4. Approve Proclamation Declaring Children's Vision and Learning Month in the Village of Waunakee Motion to approve Proclamation Declaring Children's Vision and Learning Month in the Village of Waunakee. 5. Approve Street Use Permit for Waunakee Area Pilots Association Motion to approve a Street Use Permit for the Waunakee Area Pilots Association on August 19, 2012. 6. Approve Street Use Permit for Steven Lowery for 1300 Block of Colton Court Motion to approve a Street Use Permit for Steven Lowery for a Block Party on Aug. 17, 2012 with the condition that no outside amplified music be allowed after 9:00 p.m. 7. Authorize Staff to Take Necessary Steps to Recruit and Hire New Building Maintenance Mechanic to Serve Village Center and Senior Center Motion to authorize staff to take the necessary steps to recruit and hire a new Building Maintenance Mechanic to serve the Village Center and Senior Center. PUBLIC COMMENT Administrator Todd Schmidt mentioned the Sign of Creativity from the Imagination Celebration may be viewed in the Village Hall lobby. PUBLIC HEARING 1. Discuss and Take Action on Rezone Request for Schultz, 5570 River Road, from County R-1 to Village SR-4 (Waunakee ETZ) The public hearing to consider a rezone request for Schultz, 5570 River Road, was opened at 6:06 p.m. and closed at 6:07 p.m. Motion by Chris Zellner, second by Steve Kraus, to approve rezone request for Schultz, 5570 River Road, from County R-1 to Village SR-4 (Waunakee ETZ) as recommended by the JPC and Town of Westport Resolution 12-09. Motion Passed. For: 6, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Application for Michael J. Hylander Motion by Steve Kraus, second by Phil Willems, to deny the Operator License Application for Michael J. Hylander based on Village policy. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Applications for Operator Licenses for Samantha E. Reilly, Amber A. Remus, and William Ernest Bach Motion by Phil Willems, second by Sue Springman, to approve the Operator License Applications for Samantha E. Reilly, Amber A. Remus, and William Ernest Bach subject to successful completion of an approved beverage server training course. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on Alcohol License Application for Spring Garden Restaurant, LLC for Licensing Period July 1, 2012 to June 30, 2013 Motion by Sue Springman, second by Gary Herzberg, to approve an Alcohol Beverage License application for Spring Garden Restaurant, LLC subject to possession of a current seller’s permit, payment of outstanding liquor bills, and payment of all outstanding bills or monies owed the Village. Motion Passed. For: 6, Against: 0, Absent: 1. 4. Discuss and Take Action on Original Alcohol License Application for Lucky's Waunakee LLC for Licensing Period July 1, 2012 to June 30, 2013 Motion by Gary Herzberg, second by Phil Willems, to approve an Alcohol Beverage License application, subject to Plan Commission recommendations, possession of property, possession of a current seller’s permit, and payment of all outstanding bills or monies owed the Village.
