VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 15, 2013 - 6:00 PM Meeting Minutes CALL TO ORDER The July 15, 2013 Village Board meeting was called to order by President John Laubmeier at 6:01 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Tim Kiefer, Kent Straus, Geoff Vine, Ellen Schaaf, Randy Meffert, Don Tierney, Sue McDade, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Steve Kraus, to approve the Consent Agenda including all items listed below. Motion Passed. For: 7, Against: 0. 1. Approve June 17, 2013 Village Board Minutes Motion to Approve June 17, 2013 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 64735 through 64741 totaling $5,272.76 and check numbers ranging from 64841 through 64861 totaling $20,045.42. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 64862 through 64873 totaling $61,493.97. 4. Approve Proclamation Declaring Children's Vision and Learning Month in Village of Waunakee Motion to approve Proclamation Declaring Children's Vision and Learning Month in Village of Waunakee. 5. Approve Street Use Permit for WaunaFest Run/Walk on July 28, 2013 Motion to approve Street Use Permit for WaunaFest run/walk on Saturday, July 28, 2013. 6. Approve Three Year Maintenance Agreement with Tallgrass Restoration for Uniek Drive Plan Planting and Bank Stabilization Motion to approve the maintenance agreement with Tallgrass Restoration for Uniek Drive Plan Pond Planting and Bank Stabilization, and authorize Village Administrator to execute agreement for scope of work EXCLUDING controlled burn activities. Controlled burns would be approved contingent upon Fire Department consultation, collaboration and approval. 7. Approve Reallocation of Project Funding From Village Center PAYG Fund Motion to approve the reallocation of Village Center PAYG Project Funds as proposed by staff and recommended by the Village Center Advisory Committee 8. Approve Street Use Permit Request for Girls on the Run for November 9, 2013 Motion to approve the request for a Street Use Permit for Girls on the Run for November 9, 2013. 9. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest Run on July 27, 2013 Motion to approve the Temporary Class "B" license application for Waunakee Area Chamber of Commerce for WaunaFest Run on July 27, 2013. 10. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 25-28, 2013 Motion to approve the Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 25-28, 2013 subject to the following conditions: entrance of the beer tent must be staffed from open to close by paid security personnel for the purpose of checking ID's, and signs must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 11. Approve Temporary Operator License Applications for Jeffrey T. Mackesey, Michael W. Steinl, Diane M. Anderson, and Ellen K. Schaaf Motion to aprove Temporary Operator License aplications for Jeffrey T. Mackesey, Michael W. Steinl, Diane M. Anderson, and Ellen K. Schaaf 12. Approve Purchase of 2014 Heavy Duty Pick-up Truck as Part of Public Works Equipment Replacement Program Motion to approve purchase of two 2014 pick-up trucks from Ballweg Chevrolet at $25,111.00 each, for a total of $ 50,222.00 13. Approve Reallocation of Project Funds from the Parks PAYG Fund Motion to approve the allocation of funds from the Parks PAYG fund to cover the cost of the Hanover Park bench and the Meadowbrook Park hitting board. 14. Approve Outside Employment Request by Sue McDade Motion to approve the outside employment request by Sue McDade with the belief that such outside employment will enhance Sue’s own professional development and value to the Village based on required research, analysis and interaction with students of her profession. Further, I recommend that the Board grant approval for a one-year period and require that vacation time be used for time missed during the regular work day. 15. Approve Restated and Amended Easement Agreement for Westview Meadows Motion to approve the Restated and Amended Easement Agreement for Westview Meadows. 16. Approve Agreement with Wisconsin & Southern Railroad, LLC and Village of Waunakee for Kopp Road Railroad Crossing Improvements Motion to approve the Agreement with Wisconsin & Southern Railroad, LLC and Village of Waunakee for Kopp Road Railroad Crossing Improvements, subject to technical revisions approved by the Village Engineer and Village Attorney. PUBLIC COMMENT County Supervisor Tim Kiefer spoke about his concerns with Dane County terminating the emergency medical services contract and the auto liability insurance coverage. PUBLIC HEARING 1. Discuss and Take Action on Extraterritorial Jurisdiction Certified Survey Map for Riha on Cuba Valley Road, Town of Vienna The public hearing to consider an Extraterritorial Jurisdiction Certified Survey Map for Riha on Cuba Valley Road, Town of Vienna, was opened at 6:07 p.m. and closed at 6:08 p.m. Motion by Steve Kraus, second by Gary Walden, to approve the ETJ Certified Survey Map for Riha subject to Town of Vienna approval. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Ramirez Tania Angeles, Brandon W. Spahn, Aimee Jo Clemens, Lacey L. Ubersox, Sarah A. Spilman, James R. Kerr, and Jackie Anne Wanta Motion by Steve Kraus, second by Gary Herzberg, to approve operator license applications for Ramirez Tania Angeles, Brandon W. Spahn, Aimee Jo Clemens, Lacey L. Ubersox, Sarah A. Spilman, James R. Kerr, and Jackie Anne Wanta, subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Operator License Application for Alana Jean Trotter Motion by Phil Willems, second by Gary Walden, to deny the operator license application for Alana Jean Trotter consistent with the Policy for Review of Operator License Applications. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Streetscape Plan and Budget for Main Street Reconstruction Project Motion by Phil Willems, second by Sue Springman, to approve the Streetscape plan and budget for the Main Street reconstruction project. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Amendment to Westbridge Phase 3 Developers Agreement for 2014 Parade of Homes Site Motion by Phil Willems, second by Gary Walden, to approve the Amendment to Westbridge Phase 3 Developers Agreement for the 2014 Parade of Homes site, subject to technical revisions approved by the Village Engineer and Village Attorney. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Discuss and Take Action Regarding Organizational Strategic Planning and Growth *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Village Board may reconvene in open session to take action. Motion by Gary Walden, second by Gary Herzberg, to convene in closed session at 6:35 p.m. as authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Village Board may reconvene in open session to take action. Motion Passed. For: 7, Against: 0. Motion by Gary Herzberg, second by Gary Walden, to reconvene in open session at 7:11 p.m. Motion Passed. For: 7, Against: 0. Motion by Chris Zellner, second by Sue Springman, to approve the Organizational Growth Plan. Motion Passed. For: 7, Against: 0.
