VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street September 16, 2013 - 6:00 PM Meeting Minutes CALL TO ORDER The September 16, 2013 Village Board meeting was called to order by Village Clerk Julee Helt at 6:03 p.m. Motion by Steve Kraus, second by Chris Zellner, to appoint Gary Herzberg as temporary chair. Motion Passed. For: 6, Against: 0, Absent: 1. Approve August 19, 2013 Village Board Minutes and August 26, 2013 Special Village Board Minutes Motion to approve August 19, 2013 Village Board minutes and August 26, 2013 Special Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 65293 through 65342 totaling $161,992.00. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 65343 through 65357 totaling $43,614.07. 4. Approve Strand Amendment No. 1 to Task Order No. 12-06 Motion to approve Amendment No. 1 to Task Order No. 12-06. 5. Approve Halloween Trick or Treat Hours Motion to approve Halloween Trick or Treat hours for October 31, 2013, between 5:00 p.m. and 7:00 p.m. 6. Approve Disposal of Surplus Property Motion to determine the property to be surplus and approve disposal of property. 7. Approve Appointment to Utility Commission Motion to approve appointment of Marv Hellenbrand and Scott Meske to the Utility Commission. 8. Extend Authority to Grant Street Use Permits Motion to extend authority to administratively grant Street Use Permits to the Village Clerk. 9. Approve Quit Claim Process for Country Aire, First Addition, Outlot A Motion to approve quit claim process for Country Aire, First Addition, Outlot A. 10. Approve Bids for Underground Conduit Work Associated with New Street Lighting for Main Street Motion to award conduit bids to Michels for $154,092.42. PUBLIC COMMENT Paul Lindquist, Tim Kiefer, Laurene Bach, Dawn Fish, Nila Frye, Vaughn, Mary Heimbecker, Richard Riedner, Faye Riedner, Cindy Lindquist, Greg Gordon, and Marcia Riquelme spoke in favor of Move to Amend and its efforts. Nila Frye commented about non-profits locating in the Village. PUBLIC HEARING 1. Discuss and Take Action on Certified Survey Map Combining Two Lots Owned by Graber Manufacturing for Facility Expansion Project The public hearing to consider a Certified Survey Map combining two lots owned by Graber Manufacturing for a facility expansion project was opened at 6:25 p.m. and closed at 6:26 p.m. Motion by Sue Springman, second by Steve Kraus, to approve the Graber Manufacturing CSM as recommended by the Plan Commission. Motion Passed. For: 6, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Alcohol Beverage License Application for Robert M. Bishop dba Blowin Smoke Barbeque Motion by Phil Willems, second by Gary Walden, to approve the application for Robert M. Bishop, dba Blowin Smoke Barbeque, subject to possession of a current seller's permit, payment of all outstanding bills or monies owed the Village, and subject to any conditions imposed by the Plan Commission. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Operator License Applications for Lexi Marie DesRochers and April D. Harrison Motion by Steve Kraus, second by Phil Willems, to approve operator license applications for Lexi Marie DesRochers and April D. Harrison subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Proposed Wisconsin Regional Athletic Complex on Hogan Road Deb Glenn provided information about the proposed athletic complex. No action was taken. 2. Discuss and Take Action on Ordinance Amending 66-128 Related to Truancy Motion by Steve Kraus, second by Phil Willems, to approve the Ordinance Amending 66-128 Related to Truancy. Motion Failed. For: 3, Against: 3, Absent: 1. Motion by Chris Zellner, second by Phil Willems, to table an Ordinance Amending 66-128 related to truancy. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on the 2014-2018 Capital Improvement Plan Motion by Chris Zellner, second by Steve Kraus, to approve the 2014 capital improvement project and equipment replacement listings as presented. Motion Passed. For: 6, Against: 0, Absent: 1. 4. Discuss and Take Action on Emerald Ash Borer Management Plan No action was taken. 5. Discuss and Take Action Regarding Development Proposal for Waunakee Alloy Site *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session. Motion by Chris Zellner, second by Sue Springman, to convene in closed session at 7:41 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session. Motion Passed. For: 6 (Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus), Against: 0, Absent: 1.
