Approve April 7, 2014 Village Board Minutes Motion to approve April 7, 2014 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 68988 through 69020 totaling $75,014.44 and ACH check number 1400584 totaling $3,645.00. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 69021 through 69037 totaling $66,803.19 and ACH check number 1400585 totaling $114,155.93. 4. Approve Arbor Day Proclamation Motion to approve the 2014 Arbor Day Proclamation as presented by staff. 5. Approve Bid for 2014 Public Works Dump Truck/Snow Plow Purchase Motion to approve the low bid for a 2014 Public Works Dump Truck/Snow Plow from Lakeside for $164,155.00. 6. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for Together Waunakee Rock'n Ribs BBQ Festival Motion to approve an application for a Temporary Class "B" license for Waunakee Area Chamber of Commerce for Together Waunakee Rock'n Ribs BBQ Festival on May 10, 2014 subject to the following conditions: licensed premise be limited to 30x60 tent in Depot parking lot, security will be available during the entire event, beer will be sold to patrons presenting appropriate ID and wearning wristbands, and that live music be limited to the tent area from 2 p.m. and 8 p.m. 7. Approve Northridge Estates Utilities Easements Motion to approve utility easement in North Ridge Estates. 8. Approve Disposal of Surplus Property Motion to determine the property to be surplus and that the computers be sent to South Central where they are scrubbed and cleaned of any data, and transported to a recycling facility for computers. 9. Approve Temporary Class "B"/"Class B" Retailer's License for Madison Area Builders Association for Parade of Homes Preview Party Motion to approve an application for a Temporary Class "B"/"Class B" license for the Madison Area Builders Association for the Parade of Homes Preview Party on June 13, 2014. 10. Approve Temporary Class "B" Retailer's License for WD Ice Rink Inc. for Over 30 Adult Hockey Tournament Motion to approve an application for a Temporary Class "B" license for WD Ice Rink Inc. to hold an Over 30 Adult Hockey Tournament; licensed premise is limited to designated sales and consumption area on the west side of the ice rink within the building located at 1110 Prairie View Drive. 11. Approve Temporary Class "B" Retailer's License for St. John the Baptist Catholic Church Motion to approve an application for a Temporary Class "B" license for St. John the Baptist Catholic Church for a Parish Festival on June 6, 7 and 8, 2014, with a licensed premise identified as a beer tent area located at the east end of the field behind St. John's School, which will be fenced in, the kitchen and the cafeteria, located in the school building at 114 E. Third Street. 12. Approve Temporary Class "B" Retailer's License for Waunakee Home Talent Motion to approve an application for a Temporary Class "B" License for Waunakee Home Talent Baseball on May 18 and 25, June 1, 21 and 29, July 6, 13 and 20, 2014 and any necessary rain dates for games held at Murphy Field. 13. Approve Temporary Operator License Applications for Rena M. Ripp, Brett A. Frizzell, Paul O. Endres, Scott David Nerat, and Amber N. Schroeder Motion to approve Temporary Operator License applications for Rena M. Ripp, Brett A. Frizzell, Paul O. Endres, Scott David Nerat, Amber N. Schroeder. 14. Approve MOVE to Amend Resolution Motion to recommend that the Waunakee Village Board pass on to state and national elected officials representing our Village the results of the April 1st election with our support for the resolution known as Move to Amend. 15. Approve Annual Board, Commission, and Committee Appointments Motion to approve board, commission, and committee appointments as presented. 16. Approve 2014 Tourism and Community Betterment Grant Applications Motion to approve the 2014 Tourism and Community Betterment Grants of $2,000 for Miss Main Street/Pavement Dance and $500 for WaunaBucks promotion. The WaunaBucks grant may only be used for promoting the special discount; not funding the discount itself. Further, the Village Administrator is given discretion to utilize remaining fund balance for purposes consistent with the grant program and for the purpose of supporting the Together Waunakee: Paving the Way project. 17. Approve Intergovernmental Agreement Between the Village of Waunakee and the Town of Westport, Dane County, Wisconsin, Regarding Activities of Waunakee Police Officers Within the Town of Westport (Carr/Wolf Property Between STH 113 and Madison Street) Motion to approve Intergovernmental Agreement Between the Village of Waunakee and the Town of Westport, Dane County, Wisconsin, Regarding Activities of Waunakee Police Officers Within the Town of Westport (Carr/Wolf Property Between STH 113 and Madison Street). PUBLIC COMMENT There was no comment from the public. NEW BUSINESS 1. Discuss and Take Action on Updated Occupancy of Utilities in Right-of-Way Ordinance Motion by Chris Zellner, second by Phil Willems, to approve the ordinance related to updating our occupancy of utilities in Village ROW. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Kilkenny Farms Phase II Developers Agreement Motion by Sue Springman, second by Steve Kraus, to approve Phase II residential development agreement for Kilkenny Farms, LLC with final form approved by the Village Engineer and Village Attorney. Motion Passed. For: 7, Against: 0. 3. Discuss and Take Action on Amendment No. 1 to Strand Task Order No. 13-03 for Utilities Addition to Main Street Project Motion by Steve Kraus, second by Gary Walden, to approve Amendment No. 1 to Strand Task Order No. 13-03 for Utilities Addition to Main Street Project. Motion Passed. For: 7, Against: 0. 4. Discuss and Take Action on Waunakee Public Library Strategic Plan (Presentation from Bill Wilson and Ethel Himmel, Library Consultants) No action was taken. 5. Discuss and Take Action on Site Feasibility for Potential Library Site as Component of Waunakee Alloy Redevelopment (Presentation from Mike Bahr from Plunkett Raysich Architects) No action was taken. 6. Discuss and Take Action on Site Assessment Grant Contract for Waunakee Alloy Property This item was not discussed. 7. Discuss and Take Action on Agreement for Professional Services for Site Investigation and Environmental Consulting Related to the Waunakee Alloy Site Assessment Grant with Ayres Associates Inc. This item was not discussed. 8. Discuss and Take Action on Potential Waunakee Alloy Site Redevelopment and Related Project Agreements *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e)for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session. Motion by Phil Willems, second by Gary Walden, to convene in closed session at 7:26 p.m. to discuss and take action on potential Waunakee Alloy Site redevelopment and related project agreements as authorized by Wisconsin Statute 19.85(1)(e)for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. ADJOURN While a quorum of the Library Board or other Village committees may be present, no action will be taken by the Library Board or other Village committees on any issue discussed.
