VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street April 20, 2015 - 6:00 PM Meeting Minutes CALL TO ORDER The April 20, 2015 Village Board meeting was called to order by President John Laubmeier at 6:01 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Nila Frye, Ray Ropers, Judy Hahn, Peg Whiteside, David May, Jerry Tierney, Don Tierney, Mike Lawton, Bryan Kleinmaier, Gary Acker, Bill Frederick, Mike Harrigan, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sue Springman, second by Gary Walden, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve April 6, 2015 Village Board Minutes Motion to approve April 6, 2015 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 71613 through 71628 totaling $70,567.22 with check numbers 71620, 71627 and 71628 being voids and check numbers ranging from 71629 through 71647 totaling $4,593.71. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 71648 through 71661 totaling $5,083.73 with check numbers ranging from 71648 through 71654 being void. 4. Approve Contract for Access Control System for Village Center Motion to approve the quote from LaForce, Inc. for Access Control System at the Village Center 5. Approve Disposal of Surplus Property Motion to determine property to be surplus and approve disposal of surplus property as presented. 6. Approve 2015 Tourism / Community Betterment Grant Awards Motion to approve the 2015 Tourism and Community Betterment Grant Awards as proposed. PUBLIC COMMENT Administrator Schmidt provided samples of Imagination Celebration and In Business printed promotional pieces. Fire Chief Gary Acker, on behalf of the Waunakee Fire Department, thanked President Laubmeier for his years of service to the Village of Waunakee. PUBLIC HEARING 1. Discuss and Take Action on Certified Survey Map and Rezone Request from A-1 to CR-5ac and A1-EX for Peg Whiteside, 5147 Bong Road, Village of Waunakee The public hearing to consider a certified survey map and rezone request from A-1 to CR-5ac and A1-EX for Peg Whiteside, 5147 Bong Road, Village of Waunakee, was opened at 6:03 p.m. and closed at 6:04 p.m. Motion by Steve Kraus, second by Phil Willems, to approve the Certified Survey Map and rezone request from A-1 to CR-5ac and A1-Ex, for Peg Whiteside, 5147 Bong Road, Village of Waunakee, subject to Town of Westport conditions. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Application for Michael J. Kurilla Motion by Phil Willems, second by Steve Kraus, to approve an operator license application for Michael J. Kurilla subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Class B Beer and Reserve Class B Liquor License Application for Brix 340, LLC Motion by Steve Kraus, second by Chris Zellner, to grant a Class "B" Fermented Malt Beverage and Reserve Class "B" Liquor license to Brix 340, LLC upon completion of construction, and subject to possession of premise, payment of all outstanding bills or monies owed the Village, and inspection by the Building Inspector and Fire Inspector, and with the condition a non- Reserve Class "B" Liquor license should be issued to the applicant if one becomes available at that time. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Lion's "Light Our Village in Blue" Proposal Motion by Gary Herzberg, second by Steve Kraus, to approve the Lion's Club "Light Our Village in Blue" proposal and direct staff to develop a policy for use of light poles to be in place by next year. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Initiating TIF Project Plan Creation for Kilkenny Farms Development Motion by Sue Springman, second by Gary Herzberg, to proceed with the TIF creation process by initiating phase two of the TIF Project Plan creation for the Kilkenny Farms development. Motion Passed. For: 7, Against: 0. 3. Discuss and Take Action on Village Trustee Vacancy President Laubmeier recused himself from the meeting at 6:30 p.m. Motion by Gary Herzberg, second by Steve Kraus, to appoint Chris Zellner as temporary chair. Motion Passed. For: 6, Against: 0. Motion by Phil Willems, second by Steve Kraus, to appoint John Laubmeier, effective April 21, 2015, to fill the vacancy created when Trustee Zellner, who won the April 7, 2015 election for Village President, resigned as Trustee. Motion Passed. For: 6, Against: 0. President Laubmeier returned to the meeting at 6:40 p.m. and resumed control over the meeting.
