VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street May 4, 2015 - 6:00 PM Meeting Minutes CALL TO ORDER The May 4, 2015 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Gary Herzberg, Steve Kraus, John Laubmeier Absent: Sue Springman Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Caitlin Stene, Nick Maxfield CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by John Laubmeier, second by Gary Herzberg, to approve the Consent Agenda including all of the items listed below except for consideration of a Temporary Class"B" Retailer's License Application for Waunakee Area Chamber of Commerce SpringFest which is moved to later on the agenda, and correcting the minutes for April 20, 2015 to show a vote of 6- 0 on the appointment of a replacement for Trustee Zellner. Approve Routine Bills Motion to approve check number 71663 totaling $28,072.88, check numbers ranging from 71664 through 71679 totaling $44,137.72, check numbers ranging from 71691 through 71699 totaling $31,168.84, and ACH check number 1501016 totaling $1,333.17. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 71700 through 71711 totaling $57,687.06, and ACH check number 1501015 totaling $145,486.10. 4. Approve Temporary Class "B" Retailer's License Application for Waunakee Home Talent Motion to approve an application for a Temporary Class "B" License for Waunakee Home Talent Baseball on May 17 and 24, June 7, 14, and 21, July 4, 12, and 19, August 2, 2015, and any necessary rain dates for games held at Murphy Field in Village Park. 5. Approve Temporary Class "B" Retailer's License Application for Waunakee Area Chamber of Commerce SpringFest Motion to approve Temporary Class "B" license application for the Waunakee Area Chamber of Commerce for SpringFest on May 9, 2015 subject to the following conditions: Licensed premise is limited to 30' x 60' tent in the Depot parking lot, security will be available during the entire event, beer will be sold to patrons presenting appropriate ID and wearing wristbands, and live music is limited to the tent area from 2:30 p.m. to 8:00 p.m. 6. Approve Temporary Operator License Applications for Rena M. Ripp, Jeffrey A. Beck, Dennis D. Hampon, and Scott D. Nerat Motion to approve Temporary Operator License applications for Rena M. Ripp, Jeffrey A. Beck, Dennis D. Hampton, and Scott D. Nerat. 7. Approve Temporary Class "B"/"Class B" Retailer's License Application for St. John the Baptist Catholic Church Motion to approve Temporary Class "B"/"Class B" License application for St. John the Baptist Catholic Church for the St. John Parish Festival on June 12, 13, and 14, 2015. 8. Approve Award of Low Bid for 2015 Public Works Improvements Motion to approve the low bid from Parisi Construction for $1,029,555.45 9. Approve Utility Services Agreement with Waunakee Community School District Motion to approve the Utility Services Agreement with the Waunakee Community School District. 10. Approve Annual Board, Commission, and Committee Appointments Motion to approve board, commission, and committee appointments as presented. 11. Approve Designation of Official Newspaper Motion to approve designation of The Waunakee Tribune as the official newspaper for the Village of Waunakee for May 2013 through April 2014. Board Orientation on Open Meetings and Public Records Village Clerk Helt presented information related to open meetings, ethics, and public records. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Matthew T. Stoker, Jennifer L. Roberts, Nathaniel K. Hanson, Jeanne B. McCabe, and Allyson C. Pulvermacher Motion by Gary Herzberg, second by Phil Willems, to approve Operator License applications for Matthew T. Stoker, Jennifer L. Roberts, Nathaniel K. Hanson, Jeanne B. McCabe, Allyson C. Pulvermacher, and Scott G. Pulvermacher subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Change of Agent for Sixmile Creek Golf Development Group LLC, dba The Meadows of Sixmile Creek Motion by Phil Willems, second by Gary Walden, to approve Scott G. Pulvermacher as agent for Sixmile Creek Golf Development Group LLC dba The Meadows of Sixmile Creek. Motion Passed. For: 6, Against: 0, Absent: 1. 5.
