CALL TO ORDER
The May 18, 2015 Village Board meeting was called to order by President Chris Zellner at 6:01
p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve

Absent: None

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the

Motion by Phil Willems, second by Gary Walden, to approve the Consent Agenda including all
of the items listed below.

Motion to approve May 4, 2015 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 71765 through 71805 totaling $29,233.46,
check numbers ranging from 71806 through 71813 totaling $10,892.81 and ACH check number
1501312 totaling $2,576.45.
3. Approve Non-Routine Bills
Motion to approve check numbers ranging from 71814 through 71823 totaling $18,286.36 and
ACH check number 1501311 totaling $141,526.29.
4. Approve Disposal of Surplus Property
Motion to determine the property to be surplus and approve disposal of surplus property as
presented.
5. Approve Contract for Remodeling of Centennial Park Ball Diamond Shelter
Restrooms
Motion to approve the Centennial Park Restroom Proposal (3/24/15) from Joe Daniels
Construction Company.
6. Approve Updated Project Listing for Parks PAYG Fund
Motion to approve the update to the Parks PAYG Project List as presented by staff.
7. Approve Appointment of Village Board Member to Kilkenny TIF Joint Review
Board
Motion to appoint Trustee Laubmeier to serve on the Kilkenny TIF Joint Review Board.
8. Approve Public Records Policy
Motion to approve the Village of Waunakee Public Records Policy and request form.
PUBLIC COMMENT
Administrator Schmidt spoke about Waunakee's economic development advertising included in
the most recent issue of Madison Region Economic Development.

1. Discuss and Take Action on Proclamation Honoring John W. Laubmeier
Motion by Phil Willems, second by Sue Springman, to approve the Proclamation Honoring
John W. Laubmeier.
Motion Passed. For: 7, Against: 0.
PUBLIC HEARING
1. Discuss and Take Action on Rezone Request from C-1 to R-3 for 301 S. Klein
Drive
The public hearing to consider a rezone request from C-1 to R-3 for 301 S. Klein Drive was
opened at 6:07 p.m. and closed at 6:08 p.m.
Motion by Phil Willems, second by Steve Kraus, to approve the request to rezone 301 S. Klein
Drive from C-1 to R-3.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Request by Waunakee School District to Rezone
6273 Woodland Drive, Town of Westport, from A-1E to G-1
The public hearing to consider a request by Waunakee School District to rezone 6273
Woodland Drive, Town of Westport, from A-1E to G-1, was opened at 6:17 p.m. and closed at
6:18 p.m.
Motion by John Laubmeier, second by Sue Springman, to approve the rezone for 6273
Woodland Drive from A-1E to G-1 as recommended by staff.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Request by South WI District of Lutheran Church-
Missouri Synod to Rezone Lot 1 of CSM 11771 from G-1 to A-1E with
Conditional Use Permit to Allow for Single-Family Residence and Out building
on Woodland Drive, Town of Westport
The public hearing to consider a request by South WI District of Lutheran Church-Missouri
Synod to rezone Lot 1 of CSM 11771 from G-1 to A-1E with Conditional Use Permit to allow
for single-family residence and outbuilding on Woodland Drive, Town of Westport, was opened
at 6:40 p.m. and closed at 6:41 p.m.
Motion by Gary Herzberg, second by Steve Kraus, to approve the request by South WI District
of Lutheran Church-Missouri Synod to rezone Lot 1 of CSM 11771, 6265 Woodland
Drive, Town of Westport, from G-1 to A-1EX, with a conditional use permit to allow for a
single-family residence and outbuilding with the following deed restrictions: related to future
annexation, 1) the property shall remain in the Town of Westport until such time as a
substantially sized abutting property south of Woodland Drive, similarly shaped as today (not
being a small newly created lot or property remnant), and not already in the Village is annexed
to the Village, at which time the Property, upon a recommendation for annexation by the
Waunakee/Westport Joint Planning Committee, shall also be annexed to the Village, 2) land
divisions of any size shall not be approved so as to "buffer" or "shield" the Property from
annexation as stipulated in this agreement, and 3) the Village and Town of Westport may also
accomplish this by boundary agreement which Owner shall not dispute; related to easement
acknowledgement: 1) owner agrees to negotiate with the Village in good faith regarding any
easements that may be needed over the Property for utilities or other public purposes as parcels
abutting the Property are developed; and related to future utility connection: 1) the Property
must connect to the Village's sewer and water system at the then owners' cost and without
challenge should the services ever be extended to the lot lines of the Property from abutting
properties that develop to the south and east of the property, or when connections are readily
available to service the Property and the well and septic systems for the Property serving the
residence require replacement, or development other than a single family home and allowed
accessory uses are placed on the Property.

1. Discuss and Take Action on Erosion Control and Outside Consulting Fee
Ordinance
Motion by Sue Springman, second by John Laubmeier, to approve an Amendment to Chapter
18 of the Code of Ordinances related to Erosion Control.
Motion Passed. For: 7, Against: 0.
Motion by Gary Herzberg, second by Phil Willems, to approve a Development Application
Agreement for consulting fees.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Supplement to Master Agreement for Professional
Services with Ayres Associates Inc. for Environmental Grant Assistance
Motion by Steve Kraus, second by Gary Walden, to authorize the Village Administrator to
execute the Supplement to Master Agreement for Professional Services with Ayres Associates
Inc. for Environmental Grant Assistance.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Guidelines for TIF Development Assistance
Requests
Motion by Steve Kraus, second by Gary Herzberg, to adopt the Guidelines for TIF
Development Assistance Requests.
Motion Passed. For: 7, Against: 0.
