CALL TO ORDER
The June 1, 2015 Village Board meeting was called to order by President Chris Zellner at 6:05
p.m.
ROLL CALL
Present: Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John
Laubmeier
Absent: Phil Willems
Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Roberta Baumann
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Steve Kraus, second by John Laubmeier, to approve the Consent Agenda including
all of the items listed below.

1. Approve May 18, 2015 Village Board Minutes
Motion to approve May 15, 2015 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 71833 through 71850 totaling $46,423.57, and
check numbers ranging from 71851 through 71862 totaling $63,682.41.
3. Approve Non-Routine Bills
Motion to approve check numbers ranging from 71863 through 71870 totaling $75,531.75.
4. Approve Temporary Class "B"/"Class B" License Application for Madison Area
Builders Association for Parade of Homes Preview Party
Motion to approve an application for Temporary Class "B"/"Class B" License application for
the Madison Area Builders Association for the Parade of Homes Preview Party on June 12,
2015, subject to the following conditions: Entrance of beer tent to be staffed from open to close
by paid security person for the purpose of checking ID's and signs posted at entrance of beer
tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m."
5. Approve Temporary Operator License Application
Motion to approve Temporary Operator License application for Madison Area Builders
Association Parade of Homes Preview Party for Jane Algiers.
6. Approve Restructuring Finance Committee
Motion to approve restructuring of the Finance Committee.

1. Discuss and Take Action on Alcohol License Applications for July 1, 2015 to
June 30, 2016
Motion by Steve Kraus, second by Gary Herzberg, to consider all Alcohol License Applications
for July 1, 2015 to June 30, 2016 together.
Motion Passed. For: 6, Against: 0, Absent: 1.
Motion by Steve Kraus, second by Gary Herzberg, to approve all Alcohol Beverage License
applications, subject to conditions as presented, complete application submission, possession of
a current seller's permit, payment of outstanding liquor bills, and payment of all outstanding
bills or monies owed the Village: Barbara E. Newell, dba Newell Gallery & Fine Wine, premise
identified as first floor of building located at 315 E. Main Street; China Wok LLC, dba China
Wok, premise identified as building located at 204A S. Century Avenue; Cuco's Inc. dba Cuco's
Mexican Restaurant, premise identified as building located at 350 N. Century Avenue,
approximately 2,788 square ft.; Domott, LLC, dba Waun-A-Bowl, premise identified as
building located at 301 S. Century Avenue excluding premise currently leased to Pizza Hut,
with a 400 sq. ft. horseshoe pit area at southwest corner of building, and 450 sq. ft. patio at front
of building on eastside, no alcoholic beverages or amplified music in the outdoor seating area
after 9:00 p.m., Sunday through Thursday, and none after 10:00 p.m., Friday and Saturday,
unless by written exception provided by Police Chief, and if noise or nuisance complaints are
received, the Plan Commission may revoke outside premise and require closure; Greg A.
Hensen, dba Gold Nugget Bar and Grill, premise identified as the first floor of building located
at 109 E. Main Street, north side of building, 500 sq. ft. area with fence, no alcoholic beverages
or amplified music in the outdoor seating area after 9:00 p.m., Sunday through Thursday, and
none after 10:00 p.m., Friday and Saturday, unless by written exception provided by Police
Chief, and if noise or nuisance complaints are received, the Plan Commission may revoke
outside premise and require closure; Kwik Trip, Inc. dba Kwik Trip #832, premise identified as
convenience store located at 208 E. Main Street, with storage in lockable walk in cooler and
behind sales counter during non-sale hours, and surveillance cameras are to be in place to record
sales and counter activities; Luckys Waunakee LLC, dba Lucky's Bar and Grille, premise
identified as building located at 1008 Quinn Drive, patios located in front and back of building,
and volleyball courts, volleyball and lighting limited to 9:00 a.m. to 10:00 p.m., outdoor alcohol
hours: 2:00 a.m. Sunday through Thursday and 2:30 a.m. Friday and Saturday, outdoor TVs and
stereo music must remain at reasonable noise levels and coincide with outdoor hours, outdoor
live music/DJ's limited to 10:30 p.m., applicant shall install signage clearly identifying where
alcohol may be possessed and consumed, and Village administrative staff may modify activities
and hours of outdoor areas, including patio, based on noise level; Meffert Oil Company, Inc.
dba Meffert's One Stop, premise identified as building located at 404 W. Main Street not
including premise leased by Dunkin Donuts, wine must be secured behind or on the counter
with a security camera dedicated to the display, and before selling anything other than wine or
beer, appearance before the Police Committee is required; Neil's Liquor LLC, dba Neil's Liquor
Stores LLC, premise identified as building located at 204 S. Century Avenue B; Piggly Wiggly
of Waunakee, Inc., dba Piggly Wiggly, premise identified as building containing grocery store
located at 205 N. Holiday Drive; Rex's Innkeeper Inc., dba Rex's Innkeeper, premise identified
as building located at 301 N. Century Avenue including gazebo and horseshoe pits; Robert M.
Bishop dba Blowin' Smoke Barbeque, premise identified as Suite 4C containing 1,237 sq. ft. in
upper level of Unit 200 located in west corner of building, 24x40 sq. ft. patio with 5 foot high
fence at northwest corner of building, all outdoor speakers to be positioned away from
residential houses where residential noise restrictions apply, hours for outside service are
restricted to 11:00 a.m. to 9:00 p.m., Sunday through Thursday, and 12:00 noon to 10:00 p.m.,
Friday and Saturday, Conditional Use Permit is revocable if there are significant complaints
from neighboring residences or police calls or violations of the Village's noise
standards, Conditional Use Permite may be revisited if restaurant requests license beyond beer
and wine, Conditional Use Permit is reviewable annually and may be revised or revoked if
warranted by the Plan Commission based on neighborhood complaints, a traffic circulation
pattern with appropriate lane markings or other signage must be approved by the Village
Engineer, and specific outdoor alcohol consumption area and necessary signage to be approved
by the Police Chief and Village Engineer; Rodd A. Ripp dba Ripp's Bar, premise identified as
building located at 117 E. Main Street, 6.5x26 porch on front side of building and 33x10 fenced
area on west side of building, no alcoholic beverages or amplified music in the outdoor seating
area after 9:00 p.m., Sunday through Thursday, and none after 10:00 p.m., Friday and Saturday,
unless by written exception provided by Police Chief, and if noise or nuisance complaints, the
Plan Commission may revoke outside premise and require closure; Sixmile Creek Golf
Development Group, LLC, dba The Meadows of Sixmile Creek, premise identified as building
located at 800 N. Century Avenue including clubhouse with bar and grill and golf course
proper; Waunakee Citgo Inc., dba Waunakee Citgo, premise identified as building located at
206 S. Century Avenue. Liquor must be secured behind the counter; William Lansing Post No.
360 of the American Legion dba American Legion Post 360, premise identified as building
located at 417 E. Main Street with a 15x20 grilling area on the northwest corner of the building;
Yuremi LLC dba Abarrotes Yuremi, premise identified as first floor of building located at 132
W. Main Street, more specifically 1,100 sq. ft. in northeast corner of building including back
room; Z & A Partners, LLC, dba Doughboys Pizza, premise identified as building located at
246 N. Century Avenue with a 14x34 deck on north side of building, no outdoor music
speakers, outdoor television not visable from any adjoining residences and sound turned
off, Conditional Use Permit may be revisited if restaurant requests license beyond beer and
wine, residential noise restrictions apply, outdoor service hours are 11:00 a.m. to 9:00 p.m.,
Sunday through Thursday, and 12:00 noon to 10:00 p.m., Friday and Saturday, Conditional Use
Permit is revocable if there are significant complaints from residences and/or police calls or
violations of noise standards, and construction of privacy screening subject to Village Engineer
and permits; Mr Brews Taphouse IV LLC dba Mr Brews Taphouse, premise identified as
Tenant "A" in multi-tenant building located at 300 N. Century Avenue, limited to 2,409 sq. ft.
in the southern part of the building, 1,120 sq. ft. patio with 3 ft. high steel fence, restricting
hours for outside service to 11:00 a.m. to 9:00 p.m., Sunday through Thursday, and 11:00 a.m.
to 10:00 p.m., Friday and Saturday, Conditional Use Permit is revocable if there are significant
complaints from neighboring residences or police calls or violations of the Village's noise
standards, and residential noise restrictions shall apply to all amplified music;

all applicants listed on attached roster subject to successful completion of an approved
responsible beverage server training course.

NEW BUSINESS
1. Discuss and Take Action on Proposed Finance and Municipal Court
Departmental Reorganization, Related Job Descriptions, and Salary Placement
Motion by Gary Herzberg, second by Sue Springman, to approve the Finance and Municipal
Court departmental reorganization to be made effective June 29, 2015, the Municipal Court
Clerk position description, placement of the Municipal Court Clerk on H8 of the Village's
current hourly wage scale, the Accounting Clerk 1 position description, and placement of the
Accounting Clerk 1 on H6 of the Village's current hourly wage scale; and, to approve the use of
the JP Morgan Chase purchasing card rebate to fund the 2015 budget impact this reorganization
creates.
