Meeting Minutes
CALL TO ORDER
The June 15, 2015 Village Board meeting was called to order by President Chris Zellner at 6:00
p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, John Laubmeier
Absent:
Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Roberta Baumann
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sue Springman, second by Gary Herzberg, to approve the Consent Agenda including
all of the items listed below.
Motion Passed. For: 7, Against: 0.
1. Approve June 1, 2015 Village Board Minutes
Motion to approve June 1, 2015 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 71893 through 71912 totaling $25,040.94.
3. Approve Non-Routine Bills
Motion to approve check numbers ranging from 71913 through 71920 totaling $10,602.50.
4. Approve Amendment to Strand Task Order 14-02 Relating to 2015 Public
Works Improvements
Motion to approve the amendment to Task Order 14-02 for engineering services not to exceed
$65,900.
5. Approve Quinn Drive Engineering Proposal from MSA Professional Services
Motion to approve the engineering proposal for the Quinn Drive extension estimated at $25,600
6. Approve Temporary Class "B" License Application for American Legion Post
360 for WaunaFest on July 23-26, 2015
Motion to approve Temporary Class "B" license application for American Legion Post 360 for
WaunaFest on July 23-26, 2015 subject to the following conditions: Entrance of beer tent be
staffed from open to close by paid security personnel for the purpose of checking ID's and signs
must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed
in the beer tent after 8:00 p.m."
7. Approve Temporary Operator License Applications
Motion to approve Temporary Operator License applications for Sandy L. Johnson, Thomas C.
Acker, Gary S. Acker, Gordon E. Acker, Henry C. Dorn, Thomas J. Parker, Conrad F. Blau,
Gene W. Schneider, and Shirley A. Kubiak.
8. Approve Resolution Opposing Room Tax Law Changes in State Budget
Motion to adopt the resolution opposing room tax law changes in the state budget.
PUBLIC COMMENT
There was no comment from the public. Administrator Schmidt mentioned Imagination
Celebration and the events scheduled for the week.
LICENSES/PERMITS
1. Discuss and Take Action on Alcohol License Applications for July 1, 2015 to
June 30, 2016
Motion by John Laubmeier, second by Steve Kraus, to approve renewal Alcohol Beverage
License applications, subject to conditions as presented, complete application submission,
possession of a current seller's permit, payment of outstanding liquor bills, and payment of all
outstanding bills or monies owed the Village for Walgreens Co. dba Walgreens #05669, with
premise identified as building located at 401 W. Main Street, a drug store with sundries in a
one-story building of 15,120 sq. ft., overstock alcohol to be stored in a locked area at all times
with all alcohol on the sales floor locked at 9:00 p.m., and Brix 340, LLC dba Brix 340, with
premise identified as the building located at 340 N. Century Avenue, approximately 1,025 sq.
ft., open bottles of wine to be stored in a cabinet behind the server, off limits to patrons, cold
wines to be kept in refrigeration units behind the island bar, and full bottles of wine to be kept
in wine racks in the small hallway toward the restroom and in cabinets behind the serving
island.
Motion Passed. For: 7, Against: 0.
Discuss and Take Action on Renewal of Alcohol Beverage License Application for
Walgreen Co. dba Walgreens #05669
Discuss and Take Action on Renewal of Alcohol Beverage License Application for
Brix 340, LLC dba Brix 340
2. Discuss and Take Action on Annual Operator License Applications
Motion by Phil Willems, second by Sue Springman, to approve Operator License applications
listed on attached roster subject to successful completion of an approved responsible beverage
server training course.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1. Discuss and Take Action to Schedule Village Board Long-Range Planning
Retreat
No action taken.
