CALL TO ORDER
The July 6, 2015 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg (arrived at
6:11 p.m.), Steve Kraus, John Laubmeier
Absent: None
Also Present: Todd Schmidt, Dave Ferris, Kevin Even, Laurie Helt, Tom Clark, Arnold Bye,
Mark Ripp, Dick Teslaw, Lisa Pfeifer, Monica Paffenroth, Jean Bye, Mary Ripp, Pat Teslaw,

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Gary Walden, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.

1. Approve June 15, 2015 Village Board Minutes
Motion to approve June 15, 2015 Village Board minutes.
2. Approve Routine Bills
Motion to approve check numbers ranging from 71929 through 71950 totaling $17,481.32,
check numbers ranging from 71951 through 71967 totaling $186,992.83, check numbers
ranging from 71968 through 71980 totaling $7,447.85, and ACH check #1501821 totaling
$3,452.61.
3. Approve Non-Routine Bills
Motion to approve check numbers ranging from 71981 through 72000 totaling $217,740.78 and
ACH check number 1501820 totaling $133,866.12.
4. Approve Equipment Tracking Software for Public Works
Motion to approve purchase of equipment tracking software for Public Works.
5. Approve Economic Development Grant for Brix 340
Motion to approve the economic development grant for Brix 340.
6. Approve Disposal of Surplus Property
Motion to determine property to be surplus and approve disposal of surplus property as
presented.
7. Approve Proclamation Declaring Children's Vision and Learning Month in
Village of Waunakee
Motion to approve Proclamation Declaring Children's Vision and Learning Month in Village of
Waunakee
8. Approve Transportation Investment Coalition Resolution
Motion to approve the Transportation Investment Coalition Resolution as drafted.

PUBLIC HEARING
1. Discuss and Take Action on Amendment to Sec. 106-209 to Allow "Winery" as
Conditional Use in A-1 Agricultural/Holding District
The public hearing to consider an Amendment to Sec. 106-209 to Allow "Winery" as a
Conditional Use in A-1 Agricultural/Holding District was opened at 6:07 p.m. Thomas Clark,
Pat Teslaw, Monica Paffenroth, Mary Ripp, and Lisa Pfeifer spoke with concerns about the
winery proposal.
Gary Herzberg arrived at 6:11 p.m.
The public hearing to consider an Amendment to Sec. 106-209 to Allow "Winery" as a
Conditional Use in A-1 Agricultural/Holding District was closed at 6:47 p.m.
Motion by Steve Kraus, second by Gary Walden, to approve an ordinance amendment to Sec.
106-209 to Allow "Winery" as a Conditional Use in A-1 Agricultural/Holding District.
Motion Passed. For: 5, Against: 2.
2. Discuss and Take Action on Request by First Presbyterian Church of Waunakee
for Certified Survey Map (Land Swap) and Rezone for Property Located at 5763
and 5765 CTH, Town of Westport
The public hearing to consider a request by First Presbyterian Church of Waunakee for a
Certified Survey Map (land swap) and rezone for property located at 5763 and 5765 CTH Q,
Town of Westport, was opened at 6:52 p.m. and closed at 6:53 p.m.
Motion by Steve Kraus, second by Gary Herzberg, to approve the Certified Survey Map and
zoning ordinance amendment for First Presbyterian Church of Waunakee (land swap) located at
5763 and 5765 CTH Q, Town of Westport.
Motion Passed. For: 7, Against: 0.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Adam G.
Schremp, Feng Jin Chen, Harpreet K. Brar, and Alyssa J. Pomeranke
Motion by John Laubmeier, second by Gary Walden, to approve operator license applications
for Adam G. Schremp, Feng Jin Chen, Harpreet K Brar, and Alyssa J. Pomeranke, subject to
successful completion of an approved responsible beverage server training course and review by
the Waunakee Police Department.
Motion Passed. For: 7, Against: 0.
