If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by John Laubmeier, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve July 6, 2015 Village Board Minutes Motion to approve July 6, 2015 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 72009 through 72052 totaling $45,781.48, check numbers ranging from 72057 through 72070 totaling $4,696.75, and ACH check number 1502190 totaling $3,572.16. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 72071 through 72084 totaling $555,493.36. 4. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 23-26, 2015 Motion to approve the Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 23-26, 2015 subject to the following conditions: Entrance of the beer tent must be staffed from open to close by paid security personnel for the purpose of checking ID's, and signs must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 5. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest Run on July 25, 2015 Motion to approve the Temporary Class "B" license application for Waunakee Area Chamber of Commerce for the WaunaFest Run on July 25, 2015. 6. Approve Temporary Operator License Applications Motion to approve Temporary Operator License applications for Ellen K. Schaaf, Beth A. Puccetti, Michael Steinl, Jeffrey Mackesey, and Diane M. Anderson. PUBLIC COMMENT Mary Ripp requested the Village Board reconsider its July 6, 2015 decision to amend Section 106-209 of the Waunakee Code of Ordinances to allow "winery" as a Conditional Use in A-1 Agricultural Holding District. PUBLIC HEARING 1. Discuss and Take Action on Petition for Detachment and Rezone Filed by Capaul Investments Limited Partnership The public hearing to consider a Petition for Detachment and request for rezone filed by Capaul Investments Limited Partnership was opened at 6:07 p.m. and closed by 6:08 p.m. Motion by Gary Herzberg, second by Phil Willems, to approve the rezone request and detachment petition filed by Capaul Investments Limited Partnership with the deed restrictions recommended by the Joint Plan Commission. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Request by Drumlin Ridge Farm Vineyards LLC, 5972 Cherokee Valley Pass, Town of Westport, for Rezone from County A1-EX to Village A-1 with Conditional Use Permit The public hearing to consider a request by Drumlin Ridge Farm Vineyards LLC, 5972 Cherokee Valley Pass, Town of Westport, for a rezone from County A1-EX to Village A-1 Agricultural Holding with Conditional Use Permit was opened at 6:11 p.m. Mary Binkley spoke in support of the project. Monica Paffenroth, Pat Teslaw, Mark Ripp, and Mary Ripp spoke in opposition of the project. Ed Niebuhr, Arnold Bye, Dick Teslaw, JoAnn Koster, and Jean Bye provided written comments in opposition of the project. The public hearing to consider a request by Drumlin Ridge Farm Vineyards LLC, 5972 Cherokee Valley Pass, Town of Westport, for a rezone from County A1-EX to Village A-1 Agricultural Holding with Conditional Use Permit was closed at 6:17 p.m. Motion by Gary Walden, second by Phil Willems, to approve the rezone request by Drumlin Ridge Farm Vineyards LLC, 5972 Cherokee Valley Pass, Town of Westport, from County A1- EX to Village A-1, with Conditional Use Permit. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Simran K. Brar and Evan P. Shaffer Motion by Steve Kraus, second by Phil Willems, to approve operator license applications for Simran K. Brar and Evan P. Shaffer, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Amendment to Developers Agreement for Phase 3 of Kilkenny Farms Motion by Steve Kraus, second by Phil Willems, to approve the Amendment to the Developers Agreement for Phase 3 of Kilkenny Farms. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Consideration of “Resolution Approving the Project Plan and Establishing the Boundaries for and the Creation of Tax Incremental District No. 6, Village of Waunakee, Wisconsin” Mike Harrigan introduced the Project Plan and the proposed Tax Incremental District No. 6. Jerry and Don Tierney explained the project and the need for tax incremental financing. Motion by Sue Springman, second by Gary Walden, to approve the “Resolution Approving the Project Plan and Establishing the Boundaries for and the Creation of Tax Incremental District No. 6, Village of Waunakee, Wisconsin.” Motion Passed. For: 6, Against: 1-Phil Willems. ADJOURN Motion by Gary Herzberg, second by Gary Walden, to adjourn at 8:13 p.m. Motion Passed. For: 7, Against: 0.
