VILLAGE OF WAUNAKEE SPECIAL BOARD MEETING 500 West Main Street September 1, 2015 - 5:00 PM Meeting Minutes CALL TO ORDER The September 1, 2015 Special Village Board meeting was called to order by President Chris Zellner at 5:02 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus Absent: Gary Walden, John Laubmeier Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Jerry Tierney, Don Tierney, Mike Lawton, John Kramer, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Sue Springman, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 5, Against: 0, Absent: 2. 1. Approve Routine Bills Motion to approve check numbers ranging from 72160 through 72184 totaling $70,218.06 and ACH check number 1502539 totaling $3,952.01. 2. Approve Non-Routine Bills Motion to approve check numbers ranging from 72185 through 72192 totaling $45,905.89 and ACH check number 1502538 totaling $115,017.16. 3. Approve Contract with SCS Engineers for Village Center Retro-Commissioning Project Motion to approve the contract with SCS Engineers for the Village Center retro-commissioning project. PUBLIC COMMENT There was no comment from the public. NEW BUSINESS 1. Discuss and Take Action on Development Agreement with Kilkenny Farms LLC for Kilkenny Farms Project, Tax Incremental District Number 6 *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed  session. Motion by Sue Springman, second by Steve Kraus, to approve the Development Agreement with Kilkenny Farms LLC for Kilkenny Farms Project, Tax Incremental District Number 6. Motion Passed. For: 5, Against: 0, Absent: 2. 2. Discuss and Take Action on Development Agreement with Kilkenny Farms LLC for Barn Project (Municipal Revenue Obligation) *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.
