VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street October 5, 2015 - 6:00 PM Meeting Minutes CALL TO ORDER The October 5, 2015 Village Board meeting was called to order by President Chris Zellner at 6:00 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Gary Herzberg, Steve Kraus, John Laubmeier Absent: Gary Walden, Sue Springman Also Present: Julee Helt, Todd Schmidt, Caitlin Stene, Bill Frederick, Rick Moran, Roger Cole, Kevin Abercrombie, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Approve September 21, 2015 Village Board Minutes Motion to approve September 21, 2015 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 72268 through 72291 totaling $262,569.24, check number 72292 totaling $25,980.78, check numbers ranging from 72293 through 72303 are void and check numbers ranging from 72304 through 72323 totaling $11,425.19. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 72324 through 72339 totaling $54,162.00 with check numbers 72332, 72337 and 72338 are void. 4. Approve Resolution Requesting Exemption from County Library Tax Motion to approve Resolution Requesting Exemption from Dane County Library Tax. 5. Approve Strand Task Order 15-03 Related to Engineering of 2016 CTH Q Improvements Motion to Approve Task Order 15-03 for engineering services. 6. Approve Strand Task Order 15-04 Related to Engineering of 2016 Public Works Improvements Motion to Approve Task Order 15-04 with the addition of annual sidewalk repairs. 7. Approve Resolution Authorizing Submittal of DNR Urban Forestry Grant Application Motion to approve the resolution authorizing Village staff to apply for 2016 DNR Urban Forestry grant funds. PUBLIC COMMENT There was no comment from the public. PRESENTATIONS 1. Presentation of Village of Waunakee Website Redesign Assistant Administrator/HR Manager Caitlin Stene provided an overview of the redesign of the Village's website. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Leanna L. Norton, Adam P. Vavrick, Cameron J. Zieske, Sam G. Green, Stacy L. Savola, and Sue A. Heimbecker Motion by Phil Willems, second by Steve Kraus, to approve operator license applications for Leanna L. Norton, Adam P. Vavrick, Cameron J. Zieske, Sam G. Green, Stacy L. Savola, and Sue A. Heimbecker, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 5, Against: 0, Absent: 2. 2. Discuss and Take Action on Operator License Application for Ryan S. Wagner Motion by Steve Kraus, second by Gary Herzberg, to deny the operator license application for Ryan S. Wagner consistent with the Policy for Review of Operator License Applications. Motion Passed. For: 5, Against: 0, Absent: 2. 3. Discuss and Take Action on Alcohol Beverage License Application for The Lone Girl Brewing Company-Waunakee, LLC Motion by Steve Kraus, second by John Laubmeier, to grant an Alcohol Beverage License to The Lone Girl Brewing Company-Waunakee, LLC upon completion of construction, and subject to possession of premise, payment of all outstanding bills or monies owed the Village, and inspection by the Building Inspector and Fire Inspector. Motion Passed. For: 5, Against: 0, Absent: 2. NEW BUSINESS 1. Discuss and Take Action to Hire Above Market Rate (Step 3) for Position of Public Works Laborer Motion by Phil Willems, second by Gary Herzberg, to approve the offer of employment to the preferred Public Works Laborer candidate at Step 8 of grade H9 ($23.63 per hour) and starting annual vacation accrual of 160 hours with three personal holidays annually.
