VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street October 19, 2015 - 6:00 PM Meeting Minutes CALL TO ORDER The October 19, 2015 Village Board meeting was called to order by President Chris Zellner at 6:00 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier Absent: None Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Susan Hedrick, Sue McDade, Bill Frederick, Kevin Plendl, Nila Frye, Mike Lawton, Mike Harrigan, Bryan Kleinmaier, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve October 5, 2015 Village Board Minutes Motion to approve October 5, 2015 Village Board minutes. 2. Approve Routine Bills Motion to approve check numbers ranging from 72343 through 72348 totaling $1,109.00 and check numbers ranging from 72349 through 72365 totaling $43,250.95. 3. Approve Non-Routine Bills Motion to approve check numbers ranging from 72366 through 72375 totaling $42,860.37. 4. Approve Temporary Class "B" License Application for Knights of Columbus Council 6371 Motion to approve the application for a Temporary Class "B" License for the Knights of Columbus Council 6371 with the licensed premise limited to designated sales and consumption area within the building located at 114 East Third Street. 5. Approve Temporary Operator License Applications Motion to approve Temporary Operator License applications for Richard H. Maier and James R. Kluck. 6. Approve Additional Project to be Funded through Parks PAYG Fund Motion to approve the update to the Parks PAYG Project List as presented. 7. Approve Revised Project List for Village Center PAYG Fund Motion to approve the revised project list for the Village Center Pay As You Go Fund. 8. Approve Appointment of Trustee Kraus to Village Negotiation Team for WPPA Contract Motion to approve appointment of Trustee Kraus to Village Negotiation Team for the WPPA Contract. PUBLIC COMMENT There was no comment from the public. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Michelle L. Natrop and Joseph J. Mueller Motion by Steve Kraus, second by Gary Walden, to approve operator license applications for Michelle L. Natrop and Joseph J. Mueller, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Alcohol Beverage License Application for Meffert Oil Company, LLC Motion by Steve Kraus, second by Phil Willems, to grant an Alcohol Beverage License to Meffert Oil Company, LLC upon completion of construction, and subject to possession of premise, payment of all outstanding bills or monies owed the Village, and inspection by the Building Inspector and Fire Inspector. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Update on Upcoming Board Strategic Planning Session NEW BUSINESS 1. Discuss and Take Action on Proposal for 2016-2020 Refuse and Recycling Contract Motion by John Laubmeier, second by Gary Walden, to approve the proposal from Pellitteri Waste Systems for 2016-2020 Refuse and Recycling Contract. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Westbridge Developers Agreement Motion by Steve Kraus, second by Sue Springman, to approve the Westbridge Phase IV Developers Agreement subject to any technical changes approved by the Village Engineer and Village Attorney. Motion Passed. For: 7, Against: 0. 3. Discuss and Take Action to Place on File Proposed 2016 Operating and Capital Improvement Budget Motion by Gary Herzberg, second by Steve Kraus, to direct staff to publish the notice as required by state statutes indicating the proposed budget is available for public review. Motion Passed. For: 7, Against: 0. 4. Discuss and Take Action on the Resolution Awarding Sale of Taxable General Obligation Community Development Bonds, Series 2015A Motion by Phil Willems, second by Steve Kraus, to approve the Resolution Awarding the Sale of $1,355,000 Taxable General Obligation Community Development Bonds, Series 2015A. Motion Passed. For: 7 - Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, John Laubmeier, Against: 0. 5. Discuss and Take Action on Development Agreement Terms for Potential Industrial User *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the investing of public funds, or conducting other specified business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Phil Willems, second by Steve Kraus, to convene in closed session at 7:18 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the investing of public funds, or conducting other specified business, whenever competitive or bargaining reasons require a closed session related to development agreement terms for a potential industrial user. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed.
