Approve Non-Routine Bills Motion to approve invoices per the attached listings. 4. Approve 2016 Update to the Park Impact Fees Motion to approve the 2016 park impact fee as presented by staff. 5. Approve 2016 Chip Seal Improvement Bid Motion to approve the low bid from Fahrner Asphalt and Paving for $134,216.01. 6. Approve 2016-2017 Election Inspector Appointments Motion to approve the individuals listed on the attachment as Election Inspectors for 2016- 2017. 7. Approve Resolution Designating Public Depositories and Authorizing Withdrawal of Village of Waunakee Deposits Motion to approve the resolution designating public depositories and authorizing withdrawal of Village of Waunakee deposits. 8. Approve Accumulated Leave Reserve Policy Motion to approve the Accumulated Benefits Reserve police with an adjustment to the annual levied amount to $53,075. 9. Approve Resolution Approving the Carryforward of Unexpended 2015 Appropriations Motion to approve the resolution approving the carryforward of unexpended 2015 appropriations. 10. Approve Resolution Approving Fund Transfers and Budget Amendments Motion to approve the resolution approving fund transfers and budget amendments. 11. Approve Amendment to the Intergovernmental Agreement Regarding Police Services in Town of Westport Motion to approve the intergovernmental agreement as presented. 12. Approve 2016 Tourism and Community Betterment Grant Awards Motion to award the 2016 Tourism and Community Betterment grants as detailed in the attached table. 13. Approve Bid for 2016 Public Works Improvements Project Motion to approve the low bid from Krause Construction for $911,717.27. 14. Approve Proclamation Declaring April 24-30, 2016 Creative Economy Week Motion to Move to approve the proclamation declaring April 24-30, 2016 Creative Economy Week. Sue Springman arrived at 6:06 p.m. PUBLIC COMMENT Tim Kiefer, Nila Frye, Brittani Phelps, Lindsay Volley, Rose Schwoerer, Racquel Drunasky, Rob Hamilton, Rachel Pings, Dan Simms, Brian Osborne, Judy Gericke, and Carla Myers spoke with concerns about neighborhood safety in the E. Verleen area after two shootings had occured there. PRESENTATIONS 1. Update on Library Planning Process by Geoff Vine Geoff Vine provided an update on the library planning process. PUBLIC HEARING 1. Discussion and Take Action on Ordinance Regulating Sail Signs/Banners The public hearing to consider an ordinance regulating sail signs/banners was opened at 6:55 p.m. and closed at 6:57 p.m. Motion by Phil Willems, second by Steve Kraus, to approve the ordinance regulating sail signs/banners. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Right-of-Way Acquisition for CTH Q Motion by Steve Kraus, second by Sue Springman, to approve the appraisals and direct staff to proceed with the right-of-way acquisition process for CTH Q. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Resolution on Intergovernmental Cooperation Regarding O'Malley Property Acquisition and Protection within Waunakee/Westport ETZ Motion by Phil Willems, second by Gary Herzberg, to approve the Resolution on Intergovernmental Cooperation Regarding O'Malley Property Acquisition and Protection within Waunakee/Westport ETZ and to include language allowing utilities to be added to the property.
