CALL TO ORDER
The April 18, 2016 Village Board meeting was called to order by President Chris Zellner at
6:03 p.m.
ROLL CALL
Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, John Laubmeier
Absent: None
Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Bryan Kleinmaier, Caitlin
Stene, Dave VandeVoort, Jerry Tierney, Isaac Showaki, Josh Kopp, Nila Frye, Marty

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Gary Walden, to approve the Consent Agenda including all
of the items listed below except for 2. Approve Routine Bills which was moved to later on the
agenda.

1. Approve April 4, 2016 Village Board Minutes
Motion to approve April 4, 2016 Village Board minutes.
3. Approve Non-Routine Bills
Motion to approve invoices per the attached listings.
4. Approve Resolution Adopting 2016 Village of Waunakee and Town of Westport
Joint Comprehensive Plan Update Public Participation Plan
Motion to approve the resolution to establish public participation procedures for comprehensive
plan and the joint comprehensive plan update public participation plan.
5. Approve Disposal of Surplus Property - Village Center
Motion to approve the proposed disposal of Village Center indoor cycling bikes.
6. Approve Strand Task Order 16-01 and Budget for Stormwater Permit
Engineering
Motion to approve Strand Task Order No. 16-01and budget for stormwater permitting as
presented.
7. Approve Amendment No. 2 to Strand Agreement for Technical Services
Motion to approve Amendment #2 to Strand Agreement for Technical Services.
8. Approve Disposal of Surplus Property - Public Works
Motion to determine property to be surplus and approve disposal of surplus property as
presented.
2. Approve Routine Bills
Motion by Phil Willems, second by Steve Kraus, to consider Waunaboom bills as routine and
approve routine bills as presented.
Motion Passed. For: 7, Against: 0.
PUBLIC COMMENT
Diane Pashey asked about the shooting incident at E. Verleen Ave and Bill Baker asked if there
was any information related to the CTH Q construction project.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Karre L.
Rosenkvist and Kevin E. Abercrombie
Motion by Gary Herzberg, second by Phil Willems, to approve operator license applications for
Karre L. Rosenkvist and Kevin E. Abercrombie, subject to successful completion of an
approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Provisional Class "B" License for The Lone Girl
Brewing Company to Act as Concessionaire for Village Center
Motion by Steve Kraus, second by John Laubmeier, to grant a Provisional Class "B" beer
license to The Lone Girl Brewing Company for the premise defined as the Community Rooms
on the lower level of the Village Center, 333 S. Madison Street, subject to approval of an
Airport/Public Facility License by the State of Wisconsin and for a term not to exceed 60 days
from the date of approval by the Village.
Motion Passed. For: 7, Against: 0.
OLD BUSINESS
1. Discuss and Take Action on "Class C" Wine License Application for Octopi
Brewing LLC
Motion by Phil Willems, second by Sue Springman, to approve a "Class C" Wine License
application for Octopi Brewing LLC.
Motion Failed. For: 0, Against: 7.
NEW BUSINESS
1. Discuss and Take Action on Resolution Allowing Staff to Proceed with 2016
Sidewalk Replacement
Motion by Sue Springman, second by Gary Walden, to approve the Resolution Allowing Staff
to Proceed with 2016 Sidewalk Replacement.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Resolution on Intergovernmental Cooperation
Regarding O'Malley Property Acquisition and Protection Within
Waunakee/Westport ETZ-Revised to Allow for 10 Acres of Active Plan Fields
and Parking Lot
Motion by Gary Herzberg, second by Steve Kraus, to continue discussions on alternate uses
regarding the O'Malley Property Acquisition and to pursue grant opportunities.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Proposed At Home Again Assisted Living
Community Development in Kilkenny Farms and Related Request for TIF
Assistance *The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Motion by John Laubmeier, second by Phil Willems, to convene in closed session at 7:21 p.m.
as authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
an At Home Again Assisted Living Community Development in Kilkenny Farms and related
request for TIF assistance. The Village Board may reconvene in open session and discuss and
take action on the subject matter discussed in closed session.
Motion Passed. For: 7 - Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary
Herzberg, Steve Kraus, John Laubmeier, Against: 0.
