CALL TO ORDER
The May 2, 2016 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Gary Walden, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below and removing consideration of annual board, commission, and
committee appointments to later on the agenda.

1. Approve April 18, 2016 Village Board Minutes
Motion to approve April 18, 2016 Village Board minutes.
2. Approve Routine Bills
Motion to approve invoices as detailed in the routine bill listings.
3. Approve Non-Routine Bills
Motion to approve invoices per the schedule of bills.
4. Approve Retro-Commission Audit Report and Proposed Projects
Motion to approve the ECM projects identified in the Building Retro-Commissioning Audit
Report.
5. Approve Fahrner Asphalt Proposal for Ripp Park Tennis Court Crack Repairs
Motion to approve the Fahrner Asphalt proposal for Ripp Park tennis court crack repairs.
6. Approve Revision to Community Services Department Definition of Family
Motion to approve the revised language for the Community Services Department definition of
"family."
7. Approve Annual Vacation Accrual of 80 Hours for Preferred Accounting Clerk
II Candidate
Motion to approve a starting annual vacation accrual of 80 hours for the preferred Accounting
Clerk II candidate, prorated to the date of hire.
8. Approve Arbor Day Proclamation
Motion to approve Friday, April 29, 2016, as Arbor Day in the Village of Waunakee.
10. Approve 2016 Board of Review Date and Time
Motion to schedule the 2016 Board of Review for June 1, 2016 beginning at 5:00 p.m.
9. Approve Annual Board, Commission, and Committee Appointments
Motion to approve board, commission, and committee appointments as presented.
Motion by John Laubmeier, second by Gary Herzberg, to approve the annual board,
commission, and committee appointments as amended.
Motion Passed. For: 6, Against: 0, Absent: 1.
PUBLIC COMMENT
Administrator Schmidt reported on promotion materials featuring the Village of Waunakee.
President Zellner thanked the Waunakee Community Foundation for its donation to
WaunaBoom.

Representatives were not able to be present to provide an update.
PUBLIC HEARING
1. Discuss and Take Action on Amendment to Village of Waunakee Zoning Code
(Chapter 106) Relating to Mobile Service Structures, or More Generically, Cell
Towers
The public hearing to consider an amendment to Village of Waunakee Zoning Code (Chapter
106) Relating to Mobile Service Structures, or More Generically, Cell Towers, was opened at
6:05 p.m. and closed at 6:06 p.m.
Motion by Gary Herzberg, second by Steve Kraus, to approve the amendment to the Village of
Waunakee Zoning Code (Chapter 106) Relating to Mobile Service Structures, or More
Generically, Cell Towers.
Motion Passed. For: 6, Against: 0, Absent: 1.
OLD BUSINESS
1. Discuss and Take Action on "Class C" Wine License Application for Octopi
Brewing LLC and Amendment to Developer's Agreement
Motion by Steve Kraus, second by Gary Herzberg, to table consideration of a "Class C" Wine
License Application for Octopi Brewing LLC and an amendment to the Developer's Agreement.
Motion Passed. For: 6, Against: 0, Absent: 1.
2. Discuss and Take Action on Property Conditions and Neighborhood Concerns
Regarding 300 Block of E. Verleen Avenue *The Village Board may convene in
closed session as authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session or (g) for the purpose
of conferring with legal counsel for the governmental body who is rendering oral
or written advice concerning strategy to be adopted by the body with respect to
litigation in which it is or is likely to become involved. The Village Board may
reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Residents including Dan Simms, Tim Kiefer, Nila Frye, Rachel Pings, Brittani Phelps, Bea
Kolb, Lisa Hamilton, Jackie Von Behren, and Kevin Kurt spoke about the condition and safety
concerns associated with the property.
Motion by Gary Herzberg, second by John Laubmeier, to convene into closed session at 7:00
p.m. regarding property conditions and neighborhood concerns regarding the 300 block of E.
Verleen Avenue as authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating
or negotiating the purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take action on the

Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
