VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street June 6, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The June 6, 2016 Village Board meeting was called to order by President Chris Zellner at 6:02 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus Absent: John Laubmeier Also Present: Todd Schmidt, Dave Ferris, Kevin Even, Laurie Helt, Dianne Hesselbein, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Walden, second by Sue Springman, to approve the Consent Agenda including all of the items listed below and moving consideration of the low bid for Quinn Drive roadway extension and the low bid for CTH Q improvements to later on the agenda. Approve Low Bid for Quinn Drive Roadway Extension Motion by Chris Zellner, second by Sue Springman, to approve the low bid for the Quinn Drive roadway extension from LMS Construction for a base bid amount of $741,733.8. Motion Passed. For: 6, Against: 0, Absent: 1. 5. Approve Low Bid for CTH Q Improvements Motion by Gary Herzberg, second by Phil Willems, to approve the low bid for the CTH Q improvements from R. G. Approve Disposal of Surplus Property Motion to determine this property to be surplus and allow staff to dispose of the fax machine in the garbage and to sell the patio furniture by sealed bid. Discuss and Take Action on At Home Again Developer Agreement and Municipal Revenue Obligation *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Gary Walden, second by Phil Willems, to convene in closed session at 6:58 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to At Home Again Developer Agreement and Municipal Revenue Obligation. Motion by Steve Kraus, second by Phil Willems, to conditionally approve the developer agreement between the Village of Waunakee and At Home Again Waunakee subject to approval of a Certified Survey Map creating the lot to be sold to At Home Again Waunakee, amendment of the language identifying a payback period in the developer agreement and in the municipal revenue obligation from 10 years to 15 years, and amendment of an amount in Section 3(c) of the developer agreement as determined by the financial documents provided by At Home Again Waunakee to the Ehlers, Inc., the Village's financial consultant, and consent to the developer agreement by Kilkenny Farms, LLC. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session.
