CALL TO ORDER
The June 6, 2016 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.

Motion by Gary Walden, second by Sue Springman, to approve the Consent Agenda including
all of the items listed below and moving consideration of the low bid for Quinn Drive roadway
extension and the low bid for CTH Q improvements to later on the agenda.

5. Approve Low Bid for CTH Q Improvements
Motion by Gary Herzberg, second by Phil Willems, to approve the low bid for the CTH Q
improvements from R. G. Huston Co., Inc. for $3,161,827.87 and authorize staff to adjust and
administratively approve the necessary changes to the developer's agreement.

Motion to determine this property to be surplus and allow staff to dispose of the fax machine in
the garbage and to sell the patio furniture by sealed bid.

and 12:00 noon to 10:00 p.m., Friday and Saturday, Conditional Use Permit is
revocable if there are significant complaints from neighboring residences or police
calls or violations of the Village's noise standards, Conditional Use Permit to be
revisited if restaurant requests license beyond beer and wine, Conditional Use Permit
is reviewable annually and may be revised or revoked if warranted by the Plan
Commission based on neighborhood complaints, a traffic circulation pattern with
appropriate lane markings or other signage must be approved by the Village Engineer,
specific outdoor alcohol consumption and necessary signage to be approved by the
Police Chief and Village Engineer; a renewal Alcohol Beverage License application
for Sixmile Creek Golf Development Group, LLC, dba The Meadows of Sixmile
Creek, premise identified as building located at 800 N. Century Avenue including
clubhouse with bar and grill and golf course proper; a renewal Alcohol Beverage
License application for Waunakee Citgo, Inc., dba Waunakee Citgo, premise
identified as building located at 206 S. Century Avenue, liquor must be secured

restrictions apply, construction of privacy screening subject to Village Engineer and
permits, outdoor service hours 11:00 a.m. to 9:00 p.m. Sunday through Thursday, and
12:00 noon to 10:00 p.m. Friday and Saturday, Conditional Use Permit is revocable if
there are significant complaints from residences and/or police calls or violations of
noise standards; a renewal Alcohol Beverage License application for Mr Brews
Taphouse IV LLC dba Mr Brews Taphouse, premise identified as Tenant "A" in
multi-tenant building located at 300 N. Century Avenue, limited to 2,409 sq. ft. in the
southern part of the building, outside 1,120 sq. ft. patio with a 3 ft. high steel fence,
restricting hours at which alcohol can be served outside to 11:00 a.m. to 9:00 p.m.
Sunday through Thursday and 11:00 a.m. to 10:00 p.m. on Fridays and Saturdays,
Conditional Use Permit is revocable if there are significant complaints from
neighboring residences or police calls or violations of the Village's noise standards,
residential noise restriction shall apply to all amplified music; a renewal Alcohol
Beverage License application for Yuremi LLC dba Abarrotes Yuremi, premise
identified as first floor of building located at 132 W. Main Street, more specifically
1,100 square feet in northeast corner of building including back room; a renewal
Alcohol Beverage License application for Rodd Allen Ripp dba Ripp's Bar, premise
identified as building located at 117 E. Main Street, 6.5 x 26 porch on front side of
building, and 33 x 10 fenced area on west side of building, no alcoholic beverages or
amplified music in the outdoor seating area after 9:00 p.m., Sunday - Thursday, and
none after 10:00 p.m., Friday - Saturday, unless by written exception provided by
Police Chief, if noise or nuisance complaints Plan Commission may revoke outside
premise and require closure; a renewal Alcohol Beverage License application for Brix
340, LLC dba Brix 340, premise identified as the building located at 340 N. Century
Avenue, approximately 1,205 square feet, open bottles of wine to be stored in a
cabinet behind the server, off limits to patrons, cold wines to be kept in refrigeration
units behind the island bar, full bottles of wine will be kept in wine racks in the small
hallway toward the restroom and in cabinets behind the serving island; a renewal
Alcohol Beverage License application for Walgreen Co. dba Walgreens #05669,
premise identified as building located at 401 W. Main Street, drug store with sundries
in a one-story building of 15,120 sq. ft., overstock alcohol shall be stored in a locked
area at all times with all alcohol on the sales floor locked at 9:00 p.m.; a renewal
Alcohol Beverage License application for Meffert Oil Company, Inc. dba Meffert Oil
Company, Inc., premise identified as store sales floor and cooler located in the
northwest corner of the building at 300 S. Division Street; a renewal Alcohol
Beverage License application for Octopi Brewing LLC dba Octopi Brewing, premise
identified as 1,540 sq. ft. tasting room in east half of the building located at 1131
Uniek Drive and outside 1,100 sq. ft. on the northeast corner of the building, opening
hours for the service, sale and consumption of beer and wine shall be the same as for
other establishments in the Village holding a Class B license issued pursuant to Wis.
Stat. § 125.26, closing hours shall be as follows: 11:30 p.m. every night, except that
the licensee shall be permitted to close at the same time as other establishments in the
village holding a Class B license issued pursuant to Wis. Stat. § 125.26 on ten (10)
nights during the year upon written approval by the Village Administrator, no alcohol
except beer and wine shall be served or sold on the property; and a renewal Alcohol
Beverage License application for The Lone Girl Brewing Company-Waunakee, LLC
dba The Lone Girl Brewing Company, premise identified as the western end of the
Village Crossing property at 114 E. Main Street, Suite 101, 7,215 square feet of space
on the first floor (ground floor) and includes dining rooms, bar, kitchen, prep rooms,
storage, office, brew house, and bathrooms, also included will be common interior
and exterior stairwells, common hallway, elevator, and elevator lobby, the second
floor includes 4,649 square feet for outside rooftop dining and bar areas, elevator,
lobby, common hallway, and bathroom areas.

2. Discuss and Take Action on Annual Operator License Applications
Motion by Sue Springman, second by Steve Kraus, to approve Operator License applications
for all applicants listed on attached roster subject to successful completion of an approved
responsible beverage server training course.

1. Discuss and Take Action on At Home Again Developer Agreement and
Municipal Revenue Obligation *The Village Board may convene in closed
session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion by Gary Walden, second by Phil Willems, to convene in closed session at 6:58 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related
to At Home Again Developer Agreement and Municipal Revenue Obligation. The Village
Board may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.

Motion by Steve Kraus, second by Phil Willems, to conditionally approve the developer
agreement between the Village of Waunakee and At Home Again Waunakee subject to
approval of a Certified Survey Map creating the lot to be sold to At Home Again Waunakee,
amendment of the language identifying a payback period in the developer agreement and in the
municipal revenue obligation from 10 years to 15 years, and amendment of an amount in
Section 3(c) of the developer agreement as determined by the financial documents provided by
At Home Again Waunakee to the Ehlers, Inc., the Village's financial consultant, and consent to
the developer agreement by Kilkenny Farms, LLC.

2. Discuss and Take Action on Addendum to Kilkenny TIF Agreement *The
Village Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take
action on the subject matter discussed in closed session.
Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 7:00 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
addendum to Kilkenny TIF agreement. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.

3. Discuss and Take Action on Finance Director Position Options and
Organizational Structure *The Village Board may convene in closed session as
authorized by Wisconsin Statute 19.85(1)(c) for the purposes of considering
employment, promotion, compensation or performance evaluation data of any
public employee over which the governmental body has jurisdiction or exercises
responsibility. The Village Board may reconvene in open session and discuss and
take action on the subject matter discussed in closed session.
Motion by Gary Walden, second by Steve Kraus, to convene in closed session at 7:36 p.m. as
authorized by Wisconsin Statute 19.85(1)(c) for the purposes of considering employment,
promotion, compensation or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility related to Finance Director
position options and organizational structure. The Village Board may reconvene in open session
and discuss and take action on the subject matter discussed in closed session.

Board may reconvene in open session and discuss and take action on the
subject matter discussed in closed session.
2. Discuss and Take Action on Addendum to Kilkenny TIF Agreement *The
Village Board may convene in closed session as authorized by Wisconsin
Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session
and discuss and take action on the subject matter discussed in closed session.
3. Discuss and Take Action on Finance Director Position Options and
Organizational Structure *The Village Board may convene in closed session
as authorized by Wisconsin Statute 19.85(1)(c) for the purposes of
considering employment, promotion, compensation or performance
evaluation data of any public employee over which the governmental body
has jurisdiction or exercises responsibility. The Village Board may
reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
